Notably, the Department of Education and Training was assigned to preside over and coordinate with the Department of Agriculture and Rural Development to organize the development and immediate implementation of a school communication plan on rabies prevention and control in the general school system as directed.
For the People's Committees of districts, towns and cities, Hanoi requires localities to implement rabies prevention and control in animals in the area in accordance with the provisions of the Veterinary Law and documents guiding the implementation of the Veterinary Law; instructions of the Prime Minister and related ministries and branches.
Local leaders are required to strictly direct the management of dog and cat herds; update information and establish a management book for dog and cat herds in the area according to regulations.
Along with that, district, town leaders directed the People's Committees of communes, wards and towns to establish, maintain and effectively enhance the operation of teams to catch stray dogs and have mechanisms and policies for teams to catch stray dogs, especially in urban areas.
Relevant units direct the organization of rabies vaccination for dogs and cats that have not been vaccinated or have expired their protective immunity period according to regulations, ensuring a rate of over 90% of the total livestock herd.
The content of the above document is similar to the document issued by the Hanoi People's Committee on March 3. However, up to now, localities have not yet promoted or restarted the teams to catch stray dogs.
Speaking to Dan Tri reporter, the leader of a ward in Hoang Mai district said that the establishment of teams to catch stray dogs could only be maintained for a short time due to the lack of mechanisms and policies for those participating in this activity.
At the same time, dogs and cats after being captured are also difficult to manage because there is no separate place to keep them.
Therefore, in recent times, most localities have applied propaganda, mobilization and reminders to pet owners when detecting cases of stray dogs and cats. Along with that, pet owners must sign a commitment that their dogs and cats have been vaccinated against rabies.
