Hanoi proposes to collect 1,900 VND/km toll for using Ring Road 4

The Hanoi People's Committee has just reported to the City People's Council on the impact of implementing Component Project 3 (PPP) of the Ring Road 4 Construction Investment Project - Capital Region.

Specifically, after the State Appraisal Council appraises and evaluates the feasibility of implementing the PPP model, component project 3 is approved. The selection of investors for component project 3 depends largely on the domestic and international economic situation.

However, in case of choosing an investor to implement the project under the PPP form, there will be some advantages compared to other forms.

By applying this form, the Hanoi People's Committee believes that it will mobilize resources from society, reducing the pressure on the State budget for large-scale projects such as Component Project 3. In addition, it will also significantly reduce the State budget needed to be allocated to serve the management, operation, exploitation and maintenance of the project.

The current cost of management, operation and maintenance of expressway projects is about 3 billion VND/km/year on average. For the 112.8 km of Ring Road 4 alone, the state budget spends about 300 billion VND per year, not including the costs of establishing and maintaining the management, operation and maintenance apparatus of the project.

On the other hand, this is a new route investment project, so there are options for service users, and fees are collected according to the length of use, ensuring fairness for users.

The road service fee framework of the Reference Project is applied according to the fare framework of the North-South Expressway Eastern component project in the period of 2017-2020 under the BOT contract form approved by the Ministry of Transport. With the expected time of operation in 2027, the basic fee collection level is 1,900 VND/vehicle/km (under 9 seats, trucks under 2 tons).

The price of expressway service is adjusted to increase every 3 years with the ticket price calculated for standard vehicles, in accordance with the price frame specified in Circular 35/2016/TT-BGTVT of the Ministry of Transport.

The Hanoi People's Committee added that calculating according to this price frame will ensure the ability to recover capital and generate profits for investors participating in the project. On the other hand, this fee level is suitable for the payment capacity of vehicle users.

Notably, according to the Hanoi People's Committee, 5 complete interconnecting intersections will be designed, including Noi Bai - Lao Cai; Me Linh axis, Thang Long Avenue, National Highway 6; Ngoc Hoi - Phu Xuyen. 3 planned intersections (National Highway 32; West Lake - Ba Vi; Ngoc Hoi - Phu Xuyen) will also have design solutions to arrange separate lanes and merge into the highway appropriately to ensure safety and convenience.

Regarding the scale of large bridges across the river (Hong Ha bridge, Me So bridge, Hoai Thuong bridge), the design documents of the NCTKT report have adjusted the cross-sectional scale of the bridges from 17.5m to 24.5m to accommodate 4 lanes for motor vehicles and 1 lane for motorbikes and non-motorized vehicles on each side, ensuring traffic needs are met and consistent with the overall project.

After the construction of phase 2 with a bridge with a similar cross-section, each side will be able to arrange 2 separate motor lanes for urban road connections. Therefore, the city will not have to invest in 2 more river bridges for urban roads, helping to save costs and not affecting the financial plan of the approved PPP project.

"The above design solution has considered the architectural and aesthetic aspects of the project and is qualified to exploit the underpass for urban traffic. The State Appraisal Council continues to consider and determine the design plan to ensure compliance with planning, technical standards and current legal regulations, as well as create conditions for current and future development for the Capital Region in general and Hanoi in particular," the Hanoi People's Committee stated .
