Contractors who fail to promptly handle damage, in addition to being fined or having their contracts terminated, will also be held legally responsible.
The Vietnam Road Administration has just requested the Road Management Areas; the Departments of Transport managing national highways; the Vietnam Expressway Corporation (VEC); investors and BOT project enterprises to strengthen the handling of damage and ensure safety on the national highway system.
Scraping and recycling technology is applied by the Vietnam Road Administration in highway repairs.
Specifically, units are required to promptly repair damaged road surfaces such as potholes, mud, cracks, and severe rutting that affect traffic on the route; Repair and supplement traffic safety systems such as painted lines, signs, markers, drainage systems, etc.
If there is a breakdown that affects traffic, there must be a timely repair solution. In case the breakdown cannot be repaired immediately, there must be temporary solutions to ensure traffic such as barricades, danger signs or temporary prohibition signs.
For minor damages within the scope of regular maintenance, the Vietnam Road Administration requires the Road Management Areas and the Department of Transport to direct the contractor to perform immediately, the processing time for each job must comply with the contract regulations.
Contractors who fail to handle the situation promptly, in addition to being fined or terminated according to contract regulations, must also be held legally responsible if traffic accidents occur due to errors that are the responsibility of road maintenance work.
In addition, to thoroughly handle existing problems and damage to road traffic infrastructure, the Department of Roads also requires units to proactively propose projects to upgrade and renovate national highway sections or national highways using public investment capital to ensure traffic safety.
Mr. Le Hong Diep, Head of Traffic Organization Management Department, Vietnam Road Administration, said that road maintenance still has shortcomings such as uneven scale and quality of national highways, many national highways are of good quality, but the quality of management and maintenance still exists and is limited.
The Vietnam Road Administration has issued Resolution 06/2022 on strengthening solutions to ensure the quality of road management and maintenance with many tasks and solutions to overcome shortcomings and limitations.
Accordingly, the Vietnam Road Administration will amend and supplement legal documents; innovate inspection, management, maintenance, project management and selection of consultants for project establishment and design of road repair projects; and strengthen management and inspection of bridge projects.
At the same time, promote the potential and advantages of maintenance contractors with capacity and experience in managing and regularly maintaining road works and reward and handle violations of management and maintenance quality.
Sharing more, Mr. Le Hong Diep said that the Vietnam Road Administration will continue to propose to gradually increase the total capital for national highway management and maintenance; supplement capital to maintain the operation of software systems, information technology to serve the planning of maintenance implementation, monitoring, prediction, deterioration status; serve periodic inspection, safety assessment of works.
