This afternoon, August 20, the Central Organizing Committee held a national online conference to contribute ideas to the Project to supplement and amend the Party's Election Regulations. At the conference, the representative of the Central Organizing Committee briefly presented the draft report assessing the results of the implementation of the Party's Election Regulations according to Decision No. 244-QD/TW, dated June 9, 2014 of the 11th Central Executive Committee. It clearly stated the results achieved in leadership and direction such as the dissemination and implementation; the concretization of the Party's Election Regulations; the inspection and handling of arising issues. At the same time, it pointed out the advantages, causes, limitations, difficulties, and obstacles; drew lessons from experience, thereby proposing to supplement and amend the Party's Election Regulations.
The principle of supplementation and amendment is to comply with the Party Charter and the Resolution of the 13th National Party Congress. Strengthen leadership, uphold the Party's principles, especially the principle of democratic centralism. Ensure comprehensiveness, unity, and connection with Party documents; stability, inheritance and development; and be consistent with the practical situation and requirements of Party building work in the new situation. At the same time, expanding democracy must go hand in hand with tightening discipline and order within the Party. Clearly define the responsibilities of Party committees, Party organizations, Party committee members, congress delegates, and Party members in running for election and nomination. Ensure strict procedures and processes for running for election and nomination and fairness in nominating and introducing personnel for election.
Inheriting the relevant contents of the current Party Election Regulations; editing and reorganizing some contents, rephrasing some sentences to ensure that they are concise, easy to understand, and easy to implement, but not changing the nature of the Party Election Regulations: Only amending contents that are no longer relevant or not directly related to the election; omitting contents that are already in other regulations of the Central Committee; supplementing contents that are clear, have sufficient theoretical basis, and have been proven correct in practice, and have high consensus and unity. Issues with different opinions or that are still unclear will continue to be studied.
Local delegates basically agreed with the draft report summarizing the implementation of the Party's Election Regulations, and at the same time contributed a number of proposed ideas to supplement and amend the Party's Election Regulations such as: subjects, scope of adjustment; tasks of the presidium and congress chairman; balance and list of candidates...
At the conference, the Organizing Committee of the Quang Tri Provincial Party Committee participated in a number of contents: At point 1, Article 4, Chapter II: Propose to add "Chairman of the Party Committee's Inspection Committee" and rewrite as follows: "Prepare the personnel plan for delegates to attend the congress at a higher level;... elect the standing committee, secretary, deputy secretary, Party Committee's Inspection Committee, and head of the Party Committee's Inspection Committee". At point 1, Article 8, Chapter II: Propose to add the words "chairman" and "ballot counting team"; rewrite the sentence as follows: "The number, list of members and head of the ballot counting committee at the congress are selected and introduced by the presidium and chairman of the congress; the congress votes to approve"..."The head of the ballot counting committee directs the activities of the ballot counting committee... is responsible to the presidium and chairman of the congress for the activities of the ballot counting committee (ballot counting team)".
Proposed additional content: For congresses of party organizations or party cells with many party members, a ballot counting committee is elected; for congresses of party organizations with few party members, only a ballot counting team is elected.
At point 2, Article 13, Chapter III: Propose to add the phrase "Party members suspended from Party activities" to become the sentence: "At congresses and conferences of Party members, Party members temporarily participating in Party activities, Party members suspended from Party activities and probationary Party members do not have the right to vote". At point 3, Article 14, Chapter III, page 15: Propose to add: "In case the number of nominated and candidate personnel is greater than 30% of the number of candidates needed to be elected because at the end of the list there are many people with the same number of votes, the congress (conference) will consider and decide to select according to the order of priority of Party age (in case of equal Party age, they will all be included in the election list, Party age is calculated by year), structure but not more than 30% of the number of candidates needed to be elected".
At point 5, Article 14, Chapter III: Propose to implement option 2, in case of needing to elect from 1 to 6 people, the election list has a maximum balance of 1 person. At point 3, Article 20, Chapter IV: Propose to remove the phrase "report" and "previous term"; to rewrite the sentence as follows: "The Presidium nominates a list of comrades who are summoned by the Party Committee to the congress to introduce to the new term's Standing Committee".
At point 2, Article 30, Chapter V: Propose to add the content "for party congresses: the elected person must receive more than half of the votes compared to the total number of official party members of the party committee or branch summoned to be present at the congress and participate in the vote". At point 3, Article 30, Chapter V: Propose to add the content "for congresses of delegates: the elected person must receive more than half of the votes compared to the total number of official delegates (and alternate delegates if replacing) summoned to be present at the congress and participate in the vote".
Concluding the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong highly appreciated the opinions of the localities. The Central Organizing Committee and relevant agencies will continue to study and absorb the maximum opinions of the localities to submit to the Politburo to report to the Central Committee in order to complete the comprehensive Party Election Regulations, minimizing the content that is still inadequate or unclear.
