Promoting the role of "bridge" to receive preferential loans from the Vietnam Bank for Social Policies (VBSP), the Farmers' Association of Thieu Hoa district has done a good job of managing and disbursing loans for the poor and other policy beneficiaries, contributing to helping people have capital to invest in production and business, escape poverty and become rich legitimately, while building an increasingly strong association.

"Support" for farmer members
In order to effectively implement the programs in coordination with the Bank for Social Policies, the Farmers' Association of Thieu Hoa district regularly directs the grassroots associations to well implement the entrustment stages and synchronously deploy solutions to help preferential credit sources to be effective. The Association also cares about and helps poor and near-poor farmer households to borrow capital to develop the economy... Thanks to that, in Thieu Hoa district, there are many economic models that effectively promote the loans from the Bank for Social Policies, which the Farmers' Association has entrusted to lend.
Dare to think, dare to do, farmer member Hoang Thi Loan in Ba Che sub-area, Thieu Hoa town is a typical example of borrowing policy credit capital to get rich. After a period of research, realizing the effects of black garlic products and the large demand, she decided to invest in developing a black garlic production model to supply high-quality products to the market. In the early days of starting a business, lacking knowledge, experience, and capital... she was entrusted by the town's Farmers' Association to borrow 100 million VND from the job creation program. With capital, she invested in a black garlic production machine using Japanese technology. Currently, her Suzin black garlic product has been recognized as a 3-star OCOP product, supplying the market with hundreds of product boxes/month.
Chairman of the Farmers' Association of Thieu Hoa town, Dao Ngoc Cuong, said: In recent years, the Farmers' Association of the town has always promptly conveyed loan programs to members in the fastest way. Every month, the branches and savings and loan groups organize meetings, propagate and mobilize households about the purpose of using capital; at the same time, monitor and promptly remind borrowers about debts that are about to mature. In addition, the savings and loan groups managed by the association all pay attention to the stages of loan evaluation, capital use, urging and reminding borrowers to properly fulfill their commitments to the Vietnam Bank for Social Policies. Thanks to that, the Farmers' Association of the town is currently managing 11 savings and loan groups, with an outstanding loan balance of nearly 23 billion VND for members, the interest payment rate is 100%, and the debt payment rate is 99% on time.
Help the organization become stronger
In recent times, the Farmers' Association of Thieu Hoa district has coordinated with the Social Policy Bank to effectively carry out the entrusted work, acting as a bridge to transfer preferential credit capital to poor households and other policy beneficiaries to invest in economic development. From the policy loan capital, it has created conditions and motivation to encourage farmer members to boldly invest, actively work in production, improve labor productivity, product quality, transform agricultural production structure; and well implement the socio-economic development targets of the locality. As of early March 2024, nearly 100% of the association's grassroots units have received entrustment from the Social Policy Bank of Thieu Hoa; there are 106 savings and loan groups managed by the Farmers' Association; implementing entrusted lending for credit programs, with a total outstanding loan of more than 221 billion VND, for 4,065 households with outstanding loans. Recently, to facilitate capital for households to implement greenhouse construction projects, the Social Policy Bank has conducted preliminary surveys and provided loans to 7 cases, with outstanding loans of nearly 600 million VND, through programs for near-poor households and job creation programs. Through lending entrustment activities, it also helps to build increasingly strong association organizations, actively contributing to increasing the number of well-off and wealthy farmer households in the province, and significantly reducing the number of poor households.
Through the activities of the savings and loan group, the number of members participating in the association has increased, contributing to the building of an increasingly strong association.
Not only acting as a bridge to help people access policy credit capital in the fastest way, the Farmers' Association of Thieu Hoa district also actively coordinates with authorities at all levels and sectors, organizations from the district to the grassroots to organize training, transfer science and technology, guide people to choose suitable plant varieties and livestock to develop family economy, improve productivity, product quality and use loan capital for the right purpose. To ensure the safety and promote the effectiveness of loan capital, the association has assigned staff to directly monitor the entrustment work, regularly inspect and supervise the activities of savings and loan groups. From these activities, the association has become closer to its members, promoted the propaganda of the Party and State's policies and guidelines to farmers, contributing to the effective implementation of the poverty reduction goal and ensuring social security.
