Party members in remote, isolated and ethnic minority areas not only contribute to consolidating the political system at the grassroots level, improving the leadership capacity and fighting strength of the Party organization, but are also an important force promoting socio-economic development and building local government. Clearly recognizing that importance, in recent years, the Quang Ninh Provincial Party Committee has always focused on implementing many solutions and effectively implementing the work of developing Party members in this area.
As the locality with the largest number of ethnic minorities in the province, in recent years, Binh Lieu district has paid special attention to, consolidated and developed the source of party members in ethnic minority areas. Accordingly, the Party committees at all levels have always focused on training and improving the qualifications of village and hamlet cadres to increase the proportion of Party cell secretaries who are also village heads and heads of village and hamlet mass organizations who are Party members. Up to now, 100% of Party cell secretaries who are also village heads and heads of departments and branches are Party members.
In addition, Binh Lieu also actively promotes patriotic emulation movements, labor, production, and building cultural life in residential areas, thereby discovering typical and advanced factors to foster and recruit Party members. Every year, the Standing Committee of Binh Lieu District Party Committee has developed a plan to implement the targets for recruiting new Party members, in which recruiting Party members must ensure quality, not chasing quantity, and properly implementing the process and procedures for recruiting Party members.
During the 2020-2025 term, the Party Executive Committee of Binh Lieu district set a target of recruiting ethnic minority party members to reach 3-4% of the total number of party members; maintaining 100% of village, hamlet and neighborhood party cells with ethnic minority party members in place. To achieve this goal, the Standing Committee of the District Party Committee issued Directive No. 08-CT/HU (dated January 27, 2022) to strengthen the Party's leadership in improving the quality of new party member development work until 2025 and by the middle of the term, the District Party Committee had developed an average of 3.9% new party members (exceeding the resolution's target of over 3%/year).
Thanks to the focus on creating sources for developing party members, the quality of newly recruited party members who are ethnic minorities in Binh Lieu district has been increasingly improved. The majority of party members have a high school education level, the proportion of party members receiving professional training is increasing, contributing to the goal of "eliminating" the situation of villages without party members and without party organizations.
Cam Pha City Party Committee currently has nearly 300 party members from ethnic minority areas, accounting for 2.67% of the total party members, of which 80 are ethnic minority. Since the beginning of the term, the locality has admitted 28 new party members from ethnic minorities in the area. According to the Head of the Organizing Committee of Cam Pha City Party Committee, the work of developing party members in ethnic minority areas has always been focused on by the city Party Committee, focusing on quality and not quantity. Typical factors sent for training, fostering, and admission to the Party are all selected through patriotic emulation movements at the grassroots level. Therefore, when admitted, many party members have strived to become prestigious people, party cell secretaries, village and ward heads, and have made positive contributions at the grassroots level.
In recent years, the number of young ethnic minority workers working in enterprises has also increased, especially in coal-based units in the area, thereby helping to maintain and stabilize the production and business activities of the Vietnam National Coal and Mineral Industries Group (TKV). Typically, Mong Duong Coal Joint Stock Company currently has more than 700 ethnic minority workers, accounting for about 21% of the total number of employees in the company; of which about 70% of the workers reside in Binh Lieu, Ba Che, Tien Yen, and Dam Ha districts.
The Party Committee of Mong Duong Coal Joint Stock Company currently has 37 affiliated Party cells, with a total of 818 Party members; of which 47 are ethnic minority Party members. In order to create a source and develop ethnic minority Party members, the Party Committee of the company has directed organizations within the unit to step up propaganda and raise political awareness for ethnic minority union members and youth; at the same time, create favorable conditions for them to demonstrate their capacity and motivation to strive to become Party members.
Since the beginning of the congress term, the Party Committee of Mong Duong Coal Joint Stock Company has admitted 15 new Party members who are ethnic minorities. Miner Ninh Van Thang (Mong Duong Coal Joint Stock Company) shared: At the beginning of 2024, I was very honored and proud to be admitted to the Party. I promise to make every effort to fulfill the oath under the Party flag when admitted, continue to train to become a good Party member, always take the lead in the company's labor production emulation movements and become an example for the masses to learn from.
Over the past years, the Provincial Party Committee, the Provincial People's Committee, the Party building committees, the Fatherland Front at all levels, the socio-political organizations of the province, the district, town, city Party Committees, and the Party Committees directly under the province have well performed their leadership and direction roles in ethnic affairs; issued resolutions on Party building work, focusing on improving the quality of Party organizations and Party members in ethnic minority areas.
Party committees and subordinate party organizations closely follow the resolutions, set out specific and appropriate implementation plans, innovate content, and improve the quality of activities so that the party organization is truly the political nucleus at the grassroots level. From there, lead and direct the successful implementation of goals and tasks, develop the economy - society, reduce poverty, ensure national defense - security, build the Party, build a clean and strong political system; create favorable conditions for the development of party members in ethnic minority and mountainous areas.
