Colonel Dang Van Long, member of the Provincial Party Committee Standing Committee, Commander of the Provincial Military Command, Deputy Head of the Provincial Steering Committee for the Military Exercise chaired the conference. Attending the conference were comrade Ta Duc Tuyen, member of the Provincial Party Committee Standing Committee, Secretary of the City Party Committee; leaders of departments, branches, sectors, the Vietnam Fatherland Front Committee and socio-political organizations of the province.

Delegates attending the conference assigned the task of conducting the Defense Zone exercise to Tuyen Quang city in 2024.

At the conference, the Commander of the Provincial Military Command, Deputy Head of the Standing Committee of the Provincial Military Training Exercise Steering Committee Dang Van Long announced the intention and assigned the task of the military training exercise to Tuyen Quang city. The exercise was conducted on one side and two levels, with 3 phases and according to the topic: Moving the city's armed forces into combat readiness states, moving the locality into defense states; organizing preparations and practicing defensive operations.
He emphasized that the exercise is an opportunity for local Party committees and authorities to inspect and evaluate the capacity of local mechanisms for KVPT. At the same time, it trains the mettle, organizational capacity, command, and coordination of local armed forces; completes the system of documents and combat plans, thereby creating a basis for continuing to research, adjust, and supplement plans for the construction and operation of KVPT in the new situation.

Based on the functions and tasks of agencies, units and the content of the exercise, Tuyen Quang city needs to organize training for the city's exercise framework on the content and methods of drafting operational documents, exercises and understanding the script, content and methods of each role.

Military agencies, police, departments, branches, and organizations of the district shall consult with the City Party Committee to develop a complete system of training and rehearsal documents and have them approved by the Provincial Steering Committee before organizing training and rehearsals. The drill must ensure the motto of "Practical, effective, confidential, safe, economical" and ensure absolute safety in all aspects.
