Speaking to representatives of teachers and education managers, General Secretary To Lam emphasized the Party and State's viewpoint that "education and training is the top national policy and the future of the nation".


Yesterday, November 18, at the National Convention Center, Hanoi, General Secretary To Lam met with representatives of teachers and education managers on the occasion of Vietnamese Teachers' Day, November 20. The meeting was attended by more than 3,000 teachers and managers from all over the country.

EDUCATION AND TRAINING ASSOCIATED WITH THE MIRACLES OF THE NATION

Speaking at the meeting, General Secretary To Lam emphasized the Party and State's viewpoint that "education and training is the top national policy and the future of the nation". The General Secretary affirmed: "Throughout the revolutionary process, our Party and State have always affirmed that education and training is the top national policy and the future of the nation; always paid special attention and care, had many policies and guidelines for investment in education, determined to invest in development and prioritize, and go ahead compared to other fields".

According to the General Secretary, the history of Vietnam's revolution shows that education and training play a particularly important role in the nation's development achievements. In the process of national renewal, education and training innovation has been focused on by the Party's leadership and direction and has achieved many positive results.

"On behalf of the Party and State leaders, I warmly congratulate and commend the achievements in education and training innovation in recent times of the entire education sector, of the team of teachers and education managers; I would like to express my sincere and deep thanks and best wishes to generations of teachers across the country on the occasion of Vietnamese Teachers' Day, November 20," the General Secretary expressed.

HUMAN RESOURCES ARE STILL ONE OF THE THREE BIGGEST BOTTOM LINES TODAY

The General Secretary also frankly pointed out that although education and training innovation has been implemented for decades, it has not yet created strong changes, has not really changed in quality, and has not met the expectations of the Party, the State and the people. Human resources are still one of the three biggest bottlenecks today. Some limitations of education and training have lasted for many years and have not been completely resolved. For example, the implementation of fundamental and comprehensive education and training innovation is not synchronous, lacks system, and is still confusing. The quality of education at all levels is still limited.

University education still lags behind other countries in the region and the world; it is "heavy" on theory, "light" on practice; training is not closely linked to scientific research, production, business and market demand. Tens of thousands of bachelors, engineers and masters graduates cannot find jobs, or do not work in the profession they were trained for, not only causing great waste, but also clearly reflecting the limitations of education and training.

The educational method has not promoted the activeness and creativity of learners, and has not focused on training skills and qualities for learners; the effectiveness of educational investment is not commensurate with the policy of education being the top national policy. There is still a shortage of schools and classes in some big cities, industrial zones, densely populated areas, mountainous areas, illiteracy and re-illiteracy in remote areas.

The teaching staff is still lacking in quantity, a part is weak in professional capacity, not actively innovating, a small part still shows signs of violating ethics, causing negative influence on public opinion. Investment from the budget for education and training is not commensurate with the requirements of innovation and development of education, while the socialization of investment resources still faces many difficulties.

FOUR THINGS TO DO NOW

The General Secretary noted that the world is in a period of epochal change, competition between major countries is increasingly fierce, in which competition over the quality of human resources, which determines the development opportunities of each country, is identified as the core. To solve the problem of "quality of human resources", the General Secretary suggested 3 issues.

Throughout the revolutionary process, our Party and State have always affirmed that education and training is the top national policy, the future of the nation; always paid special attention and care, had many policies and strategies for investment in education, determined to invest in development and prioritize, and go ahead compared to other fields.

The first is to focus on achieving the highest current goal, which is "completing the cause of education and training innovation, completing the goal of creating human resources for national construction and defense in the era of national growth during the 14th Party Congress term".

Second, there are some tasks that need to be done immediately. The General Secretary pointed out four tasks. The first task is to find a solution to completely eliminate illiteracy, especially in remote areas and among ethnic minorities. The second task is to launch a "popular digital education" movement (to serve the digital transformation according to the requirements of national development in the context of the 4.0 industrial revolution taking place strongly around the world - PV ). The third task is to focus on reviewing and completely resolving the shortage of schools and classrooms in some big cities, industrial parks, densely populated areas, and mountainous areas; solidifying schools and classrooms, along with ensuring accommodation for teachers in remote areas and ethnic minority areas. Fourth, the General Secretary said: "Ensure that the state budget for education is at least 20% of the total state budget expenditure in accordance with the resolution set forth by the Party. There are mechanisms and preferential policies to attract non-state resources to invest in education and training development. Rely on the people, mobilize the people's strength, and organize the people to do education together with the lowest cost and maximum efficiency."

Third is to focus on building a team of teachers and educational managers with virtue and talent, who are passionate, enthusiastic, skilled, knowledgeable, capable of imparting knowledge, eager to learn, innovative, and truly role models for students to learn and follow; sufficient in number and consistent in structure.

MOTIVATE TEACHERS TO WORK WITH CONFIDENCE

General Secretary To Lam said that the education and training sector needs to study and propose mechanisms and policies for mobilizing and rotating teachers to solve the problem of local teacher surplus and shortage; attract talented people to the education sector and create motivation for teachers and education managers to work with peace of mind, especially teachers working in mountainous areas, areas with especially difficult socio-economic conditions, and islands.

"There are breakthrough solutions to develop a team of leading experts and scientists who work in the education sector while also contributing to other sectors and fields. Building a truly healthy learning environment, with close and regular coordination between schools, families, authorities and local socio-political organizations; clearly defining the responsibilities of schools, families and society," said General Secretary To Lam.

Recalling President Ho Chi Minh's advice, the General Secretary emphasized: "We are standing at the door of history to realize the wishes of the great President Ho Chi Minh; we can only successfully realize his wishes when and only when we successfully complete the task of reforming education and training. The glorious responsibility requires great efforts, strong breakthroughs, and the united efforts of the entire Party, people, and army, first and foremost, the team of teachers and education managers under the leadership of the Party."

TEACHERS ARE PLACED IN AN UNPRECEDENTED POSITION IN HISTORY

At the meeting, Minister of Education and Training Nguyen Kim Son said that never before have intellectuals, teachers, science and technology activities, innovation, and education and training been valued, promoted, and placed at the top of national policy by the highest leaders of the Party and State as they are today.

Resolution No. 29-NQ/TW of the 11th Central Committee affirmed that the teaching staff is the decisive factor in innovation. Conclusion No. 91-KL/TW continued to affirm the priority and focus on developing the teaching staff. Resolution 45-NQ/TW of the 13th Central Committee also affirmed that "Building a strong and comprehensive intellectual team is an investment in building and fostering the "national spirit" and sustainable development; it is the responsibility of the Party, the State, the political system and society".

In particular, in recent directives, General Secretary To Lam continued to affirm the role of teachers as the "locomotive of education", the most important force determining education.

"The General Secretary expressed special concern for teachers when he instructed during the National Assembly's discussion session on the Teachers Law that "the promulgation of the Teachers Law must make teachers excited, joyful, and receptive..." The important guiding thoughts of the General Secretary for the education sector and intellectuals make teachers feel very excited, feel deeply cared for, and see the Party leader understand the reality, understand humanity, have a macro-strategic view of the nation and a vision of the times," said Minister Nguyen Kim Son.

Minister of Education and Training Nguyen Kim Son reported on some achievements of the education and training sector in recent times. "Education and training in our country has achieved many great achievements. If compared to the level of investment per student nationwide, it can be said that these are very miraculous results," said Minister Nguyen Kim Son.

According to Minister Nguyen Kim Son, our country is implementing revolutionary innovation in education, but doing so in a context where economic, financial and investment potential is still very limited. A series of challenges are posed to the education and training sector, which require breakthrough strategies to solve. To overcome these challenges, the education sector needs to make enormous efforts and be constantly creative. In particular, it is necessary for leaders of the Party, State, National Assembly, Government, localities, enterprises and the whole society to pay greater attention, so that the top national policy is truly the top national policy, and to pay more practical and timely attention...

The teaching staff nationwide has never been as large, strong, standardized and professionally qualified as it is today, with about 1.6 million teachers. The beautiful traditions of the nation are all promoted by teachers.

On the afternoon of November 18, the Central Youth Union Secretariat met with leaders of the Ministry of Education and Training on the occasion of Vietnam Teachers' Day.

Attending the program were Mr. Bui Quang Huy, alternate member of the Party Central Committee, First Secretary of the Central Youth Union.

Speaking at the program, Mr. Bui Quang Huy said that education and training work and Youth Union work are two contents that have many close relationships, support each other, and aim at a common goal of building a generation of Vietnamese youth who develop comprehensively, contributing to building a prosperous and happy country. "From the above similar goals and missions, together with determination, efforts and creative ways of doing things, we can affirm that the coordination between the education sector and Youth Union chapters at all levels over the past years has always been effective, with many important specific results," Mr. Huy shared.

At the program, the Central Youth Union Secretariat awarded the For the Young Generation Medal to 7 education officials who have made many positive and meaningful contributions to the education of the young generation.
