Promote spirit and responsibility to voters
In order to grasp the legitimate thoughts and aspirations of voters and people, the Provincial People's Council has always attached importance to the work of meeting voters. In particular, to promptly grasp the opinions and recommendations of voters, the Standing Committee of the Provincial People's Council has directed the delegations to regularly coordinate with the Fatherland Front Committee at the same level, Party committees and local authorities to develop plans and organize meetings with voters in the direction of expanding the composition and subjects, so that voters can express their recommendations and aspirations right at the grassroots level. After synthesizing the opinions and recommendations of voters, the Standing Committee of the Provincial People's Council closely coordinates with the Provincial People's Committee in classifying, resolving and responding to voters.
The Standing Committee of the Provincial People's Council has established a Supervisory Team to handle and respond to voters' petitions before and after the Provincial People's Council meetings. To ensure the progress and quality of handling voters' petitions, in addition to monitoring through reports on the settlement results of agencies and units, the Supervisory Team has selected the content every month, advised the Standing Committee of the Provincial People's Council to assign the Provincial People's Council Committees, the Provincial People's Council delegations and the Supervisory Team of the Standing Committee of the Provincial People's Council to directly monitor at the grassroots level and agencies and units.

When receiving opinions and recommendations from voters, agencies and units are responsible for reviewing, researching and responding. Along with that, reports on resolving voters' recommendations are clearly and fully prepared for each field and clearly distinguish which opinions have been resolved and which opinions are being resolved. For opinions that have not been resolved, the Provincial People's Committee will propose a plan and roadmap for implementation.
Pay attention to and closely follow people's issues
Before and after the eighth session of the 19th Provincial People's Council, the Provincial People's Council delegates met with voters at 45 locations in the centers of communes, wards, towns, villages and residential groups. Through meetings with voters, the Standing Committee of the Provincial People's Council received 118 petitions from voters and sent them to the Provincial People's Committee to direct agencies and units to consider, resolve and respond according to regulations. All petitions from voters sent by the Provincial People's Council were considered and resolved by the Provincial People's Council.
Voters of Dao Vien commune, Yen Son district requested competent authorities to direct and consider resolving the issue of Tuyen Quang Trading Joint Stock Company returning the land area in front of the People's Committee to the Commune People's Committee for management, which is currently being leased to some households to build kiosks for sale, which is not for the right purpose. Through monitoring the settlement of voters' petitions, the Provincial People's Council's Supervisory Delegation worked with Tuyen Quang Trading Joint Stock Company and related agencies and units. The Company's representative agreed with the voters' request and the People's Committee's request for the purpose of using the above area to expand the central market of Dao Vien commune according to the approved plan. The Company voluntarily returned the land but is currently carrying out the necessary procedures according to the provisions of law, so the Company does not have enough legal basis to hand over the land area of 810.0 m2 to the People's Committee of Dao Vien commune for management and use according to the plan.
The monitoring team requested the Provincial People's Committee to direct: Tuyen Quang Trading Joint Stock Company to urgently coordinate with the competent authorities to prepare documents and procedures to return the unused land area to the State for management. The Department of Natural Resources and Environment continues to guide the company to prepare documents and complete procedures to ensure compliance with legal regulations to return the unused land area of the Company to the State for management to carry out works and projects according to the planning and land use plan.
Or as the proposal of voters of Thai Hoa commune, Ham Yen district, to repair the O-ro dam to bring water to serve people's cultivation and production. The dam was repaired in 2021 but has now degraded, the water pipeline is broken and leaking, making it difficult to provide irrigation water for production. In response to voters' opinions, the Provincial People's Committee assigned the Department of Agriculture and Rural Development to direct the Tuyen Quang Irrigation Works Management Board to carry out dredging, clearing and temporarily repairing some severely damaged canal sections as mentioned above, ensuring water supply for people's production. In the long term, the province has added the investment project to build the O-ro irrigation dam canal system to the medium-term public investment plan, period 2026-2030, with local budget capital, with a total investment of 20 billion VND.
The 9th session of the Provincial People's Council is taking place with many important contents. In particular, it will consider and discuss issues that directly affect people's lives, ensure social security, and improve people's quality of life. Voters and people in the province expressed their confidence and high expectations for this session.
