According to statistics, just one invoice trading line involved 637 businesses. From there, more than 1,052 million invoices were issued for use by 88,053 businesses.
Worried about "problematic" bills
At the end of 2023, a major case of trading in value-added tax (VAT) invoices with a turnover of nearly VND 64,000 billion was tried in Phu Tho. This line involved 637 enterprises, issuing more than 1 billion invoices for 88,053 enterprises to use, with deductible VAT revenue of VND 3,315 billion. Notably, most of these illegal invoices were brought to Ho Chi Minh City.
Director General of the General Department of Taxation Mai Xuan Thanh emphasized the need to create a "clean invoice environment" so that businesses do not have to worry when using invoices. He also pointed out that the situation of buying and selling invoices is still common, posing great risks to tax authorities.
It is worth noting that the life cycle of ghost businesses is currently very short, only about one month. They are often established, issue invoices, and then disappear before the tax declaration period, leaving great risks for both tax authorities and businesses.
The General Department of Taxation affirmed that it will make efforts to create a technical environment to prevent fraud, protect the interests of legitimate businesses and the state budget. The agency also called for close cooperation between relevant parties to effectively resolve this issue.
Aim for advice instead of "untangling"
At the conference, Mr. Mai Xuan Thanh expressed his wish to organize conferences in the future for businesses to give advice to the tax industry, instead of just solving problems as at present.
Mr. Thanh emphasized the need to strengthen cooperation between tax authorities and enterprises for effective risk management. Currently, both sides are facing uncertainties in the process of inspection, auditing and tax obligation implementation.
The General Department of Taxation calls on businesses to participate more actively in the process of building tax policies. In the past, many businesses were not enthusiastic in contributing their opinions when asked, but complained when facing difficulties in implementation.
The General Director noted that many issues fall under local jurisdiction but are only raised at the general department-level conference. He called on tax authorities to be more proactive and friendly to people and businesses in performing their duties.
Finally, Mr. Thanh requested that after the conference, the outstanding issues in the locality must be resolved immediately, not allowing the silence to continue. The obvious issues need to be resolved quickly to create a favorable environment for businesses and improve the efficiency of tax management.
