To date, according to the report of the Ministry of Finance - the standing agency of the Steering Committee, there are 1,533 projects reported by agencies and localities to be facing difficulties and problems, including 338 public investment projects, 1,126 non-budgetary investment projects and 69 PPP projects. In addition, the Ministry of Finance has also received documents from enterprises reflecting on 12 projects facing difficulties and problems.

The difficulties and problems of the projects are classified by the Ministry of Finance into 17 groups of issues, including handling public assets; management, use, and allocation of public investment capital; changing land use purposes; stopping, recovering, and terminating project activities... The Ministry also classifies the projects according to the authority to handle difficulties and problems of the National Assembly, the Government, the Prime Minister, and ministries, branches, and localities...

In fact, removing difficulties and obstacles not only for these 1,500 projects but also for other projects is necessary and has great significance in order to remove the bottlenecks and frustrations of people and businesses. At the same time, it frees up investment resources, creates jobs and livelihoods for people, and contributes to fighting waste. However, to do this, according to Prime Minister Pham Minh Chinh, the first issue is to act decisively, effectively, with a focus, key points, clearly assigning people, tasks, time, products, responsibilities, and authority. It must be clearly defined that the level at which the problem is resolved must be at that level, and the authority of the person must be resolved, without pushing or avoiding.

In the process of resolving, the responsibility of individuals and groups must be clarified and handled accordingly. We must follow the motto of "hitting mice but not breaking vases", not letting mistakes pile up on mistakes, not creating precedents for future violations. In addition, it is necessary to build a database of difficult and long-standing projects to analyze the causes and propose suitable, feasible and effective solutions. We must update and share information with central ministries and branches; assign state management according to functions and tasks. The spirit is to prioritize solutions, not to shift responsibility.

It is necessary to collect and specify groups of issues under the Government's authority to handle them according to their functions and authority. Ministries, branches and localities should proactively propose directions for handling solutions that do not have legal regulations, send them to competent agencies for synthesis and reporting to remove difficulties for backlogged and prolonged projects, avoid wasting resources, overcome consequences, and put resources into serving development.

Another important thing, as the representative of the Ministry of Finance commented, is that the quality of reports from agencies and units is uneven, not close to reality, and does not provide enough information and data on projects; there is still a fear of mistakes, shirking responsibility, avoiding solutions to difficulties and problems, etc., so it is necessary to continue to evaluate further and make more efforts in handling them.

Focusing on removing difficulties and obstacles related to projects, according to Deputy Prime Minister Nguyen Hoa Binh, is a particularly important political task because this is the source of growth. At the same time, it is one of the solutions contributing to the realization of the growth target of at least 8% in 2025. Therefore, as affirmed by Prime Minister Pham Minh Chinh, it is necessary to focus on resolving the 1,533 projects that have been reported in the spirit of being clear and doing it. Do it firmly, finish each task, learn from experience while doing it, expand gradually, do not be perfectionist, do not be hasty...
