Effectiveness of mass mobilization work
Since the implementation of the Ho Chi Minh City Ring Road 3 project, the section through Binh Duong province, mass mobilization work has been carried out quite synchronously in many forms and at all levels and sectors in the whole province, contributing to creating consensus among people and businesses, removing unprecedented difficulties and obstacles in implementing large investment projects.
Talking to us, Vice Chairman of Thuan An City People's Committee Nguyen Thanh Uy said that at first, the project implementation was very stressful with the land acquisition work because the land area to be recovered was nearly 50 hectares, the compensation and support value was more than 5,450 billion VND. However, with the special attention and direction of the leaders of the City Party Committee and Thuan An City People's Committee, especially the mass mobilization work, deploying propaganda teams, closely mobilizing each household whose land was affected right from the inventory stage, the implementation went smoothly step by step, almost relieving the initial pressure.
According to Mr. Nguyen Thanh Uy, the city leaders directly listened to the opinions of the people who had questions, especially when the route was adjusted compared to the original plan. Along with that, there was transparency in the compensation policy, close coordination with the investor, the construction unit and maximum support from the people to pay compensation, recover and hand over the land. Thanks to "going to every alley, knocking on every door", dozens of households whose land was affected agreed to hand over the site early, significantly shortening the time compared to the proposed schedule.
Similarly, Di An City (Binh Duong) has 511 cases of land acquisition. The entire political system of the city has joined in synchronously: establishing a steering committee for public investment (including the Ho Chi Minh City Ring Road 3 project) headed by the Secretary of the City Party Committee, establishing compensation and valuation councils, and support groups to carry out compensation and site clearance work (including a group to receive and handle problems during site clearance) with the motto of being urgent but cautious, not subjective, following the regulations and ensuring full rights for people whose land is acquired.
At the Ho Chi Minh City Ring Road 3 project at the Thu Duc City intersection, there are 602 organizations and individuals whose land needs to be cleared. Thanks to timely mass mobilization work, transparent compensation policies, and proactively prepared land and apartment buildings for resettlement, up to now, they have received positive response and support from the people.
The leader of the Compensation Board of Thu Duc City shared: The mass mobilization work has been carried out one step ahead, right from the stage of announcing the policy of inventorying and measuring the current status and the procedures are carried out step by step in the direction of "easy to do first, difficult to do later"; large areas and large compensation values are prioritized for implementation first, creating a spillover effect for households with smaller compensation areas.
Therefore, up to now, Thu Duc City has handed over nearly 98% of the site to the construction unit, the rest is waiting for procedures to be resolved to buy apartments or arrange land. Vice Chairman of Thu Duc City People's Committee Mai Huu Quyet said: As soon as the investment policy for the Ho Chi Minh City Ring Road 3 project was announced, the Standing Committee of Thu Duc City Party Committee issued a Notice to mobilize the entire political system to participate, setting out a fairly synchronous implementation process, clear people, clear work, clear progress, with the motto: people handing over land to the project will have a better life or be equal to their old place of residence.
At the same time, Ho Chi Minh City will soon organize a command committee with the leader of the Department of Natural Resources and Environment as the permanent deputy head, to be ready to resolve difficulties and problems when performing work, especially for cases that are outside of general policies, with the goal of creating high consensus among the people and properly implementing state regulations.

It is more difficult for those whose land was recovered but who are not local. Many times, ward officials had to travel to Ho Chi Minh City, Dong Nai, and Binh Duong to meet with the landowners to inform them. In some cases, they did not want to receive compensation, so the officials had to go back and forth many times to persuade them.
Thanks to the enthusiasm of each cadre and the determination of the Party Committee, the site clearance work for the Bien Hoa - Vung Tau expressway project passing through Hoa Long commune was completed as planned.
Party members set an example
The family of party member Pham Thanh Trung (61 years old, residing in Binh Chuan ward, Thuan An city, Binh Duong) has been attached to Thuan An land for many generations, owning a factory for rent with a monthly income of tens of millions of dong. When the investment policy for Ho Chi Minh City Ring Road 3 was approved, Thuan An city announced details of the areas the project would pass through, at first Mr. Trung could not help but worry because his family's land was subject to reclamation, site clearance, and he was concerned about compensation policies and future jobs...
Mr. Trung shared: “My family has about 2,000m2 of land subject to clearance, of which more than 100m2 is residential land, the rest is agricultural land. After the mobilization groups held a meeting with the people and carefully analyzed the state regulations, I mobilized the pioneer family to hand over the entire area within the project scope. I am clearly aware that as a party member, when I understood the appropriate compensation policies and the benefits that the project brought, I absolutely supported the policy and coordinated with the functional departments to mobilize some households who were still hesitant to agree to hand over the land soon”…
Up to now, in Binh Chuan ward alone, 100% of affected households have handed over their land, thanks to which the Binh Chuan intersection location started construction on schedule and has currently completed about 20% of the volume.
Not only in Thuan An City, but also in Di An City and Thu Dau Mot City, many major "bottlenecks" arising during the implementation of site clearance have been gradually resolved, such as the recovery of large areas and areas with a large number of religious people living there... In particular, Tan Van intersection (Di An City), the most complicated project among the 10 intersections on Ho Chi Minh City's Ring Road 3, has been started, promoting the progress of the entire project according to the set plan, thanks to the households handing over the land.
As a locality with more than 8.1km of Bien Hoa - Vung Tau expressway passing through, Toc Tien commune (Phu My town) is under a lot of pressure when the clearance area is up to nearly 59 hectares of 465 households and organizations, and is the commune with the largest number of clearance records among the communes of Ba Ria - Vung Tau province affected by the project.
However, thanks to the efforts of the Party Committee, the People's Committee and the high consensus of the people, the site clearance work here was completed in April 2024. The bright spot of the commune is that dozens of households have handed over the land before receiving compensation and support. A typical case is the household of Mr. Do Van Ben, the only party member of Hamlet 5, who has set an example by handing over the land first and receiving compensation later.
In the newly built spacious house, Mr. Ben confided that in 1985, after being discharged from the army, he returned to Toc Tien commune to plow and farm. Thanks to his diligence and hard work, his family was able to buy a few acres of land for cultivation. As a regular citizen traveling on Highway 51, witnessing traffic jams lasting for kilometers, when the government announced the land acquisition for the construction of the Bien Hoa - Vung Tau expressway, he immediately agreed to support and mobilized his neighbors to comply with the land acquisition to quickly implement the project.
"For the common development of the province, people have less difficulty traveling, so even though I am at a slight disadvantage, I still feel warm-hearted," Mr. Do Van Ben shared.
According to Head of the Mass Mobilization Committee of Binh Duong Provincial Party Committee Bui Thanh Nhan, the work of site clearance for major projects in Binh Duong province, including the Ho Chi Minh City Ring Road 3 project, has received special attention from the leaders of the Provincial Party Committee and Provincial People's Committee.
The new point in implementing this work is that the mass mobilization system gets involved to grasp the circumstances of each household and the wishes of the people to report to the authorities, discuss and form policies and compensation prices that are acceptable to the people.
At the same time, propaganda work goes one step ahead to create consensus among the people, avoiding the situation like before when these areas of work only got involved when the base had formed a "hot spot", the situation would be difficult and could cause the project to drag on with no way out.
