On the evening of November 24, the Ba Ria City Police (Ba Ria-Vung Tau Province) announced that they had decided to extend the detention period for Phan Hoang Bich Tien (born in 1992, residing in Long Thanh District, Dong Nai Province) and Nguyen Dinh Ky (41 years old, residing in Ba Ria City). Ky and Tien were two drivers of luxury cars that crashed into each other multiple times at an intersection in Vung Tau City.

Previously, on the afternoon of November 21, the Ba Ria City Police (Ba Ria - Vung Tau Province) coordinated with the City People's Procuracy to conduct a crime scene investigation and collect evidence. At the same time, they issued a decision to arrest and detain in an emergency situation two drivers Phan Hoang Bich Tien and Nguyen Dinh Ky for the act of "Intentionally damaging property" and continue to clarify other related crimes.
According to the investigation agency, at around 5:00 p.m. on November 20, Phan Hoang Bich Tien and Nguyen Dinh Ky arranged to meet at a milk tea shop on Bach Dang Street (in Phuoc Trung Ward, Ba Ria City).
Ky drove a Lexus car, RX 300, license plate 72A-343.35. Tien drove a Vinfast car, Lux A2.0, license plate 60A-860.48 to the shop to drink water.
At the cafe, Ky and Tien had a conflict, argued, and then both drove away from the cafe. Ky drove ahead, and Tien also drove behind Ky's car.
When arriving at the intersection between Nguyen Van Linh and Nguyen Huu Tho, because the traffic light was red, Ky stopped his car to wait for the signal. Tien was angry and did not pay attention, so she collided with the back of Ky's car. Still angry, Tien continued to drive and collided with the back of Ky's car twice.
Immediately after that, Ky saw Tien crash his car, so he angrily turned around in the intersection and crashed head-on into Tien's car three times. After that, Ky drove away from the scene and went home. Tien also drove away, but when she got to Nguyen Thanh Dang Street, her car broke down and could not move, so she stopped to call for help.
