The decision is in response to the Canadian government's passage of the Online News Act, which would require tech companies to pay fees if they want to use news from news organizations.
The law builds on similar legislation in Australia, which has accused Meta and Google of using free content from newspapers while also taking advertising contracts away from traditional media organizations. Canadian Prime Minister Justin Trudeau has previously criticized Meta for being “irresponsible and uncaring” for not paying journalists for their work.
