TPO - The Ministry of Transport has just decided to approve the investment policy for the Ho Chi Minh City - Trung Luong - My Thuan Expressway expansion project under the BOT method, with a total capital of nearly 40,000 billion VND.
The above information has just been released by the consortium of investors proposing the project. According to the decision approving the investment policy of the Ministry of Transport, the project to invest in the construction and expansion of the Ho Chi Minh City - Trung Luong - My Thuan Expressway is more than 96km long; the starting point is at Cho Dem intersection, Binh Chanh district, Ho Chi Minh City; the ending point is at the northern end of My Thuan 2 bridge, Cai Be district, Tien Giang province.

In terms of scale, the Ho Chi Minh City - Trung Luong section has a design speed of 120km/h, of which the section from Cho Dem to Ring Road 4 will be expanded to 12 lanes, the section from Ring Road 4 to Trung Luong will be expanded to 10 lanes; the Trung Luong - My Thuan section has a speed of 100km/h, expanded to 6 lanes.
The investor proposing the project is the Consortium of Deo Ca Group Joint Stock Company - Ho Chi Minh City Technical Infrastructure Investment Joint Stock Company - Tasco Joint Stock Company - Hoang Long Construction Investment Corporation - CII Service and Investment Company Limited.
The investment preparation and project implementation period is from 2024-2028, under the public-private partnership method, BOT contract type (build - operate - transfer).
The total investment of the project is about 39,800 billion VND, including: Owner's equity is about 5,970 billion VND (accounting for 15% of the total investment); borrowed capital and other mobilized capital sources are about 33,830 billion VND (accounting for 85%); no state capital.
The Minister of Transport assigned Project Management Board 7 and the project proposal investor to coordinate with competent authorities to negotiate and complete the project feasibility study report, submit it to competent authorities for approval according to regulations, and ensure progress and quality.
Vietnam Expressway Administration, Vietnam Road Administration, Construction Investment Management Department and relevant agencies are assigned to coordinate and support Project Management Board 7 and the project proposal investor in the implementation process, ensuring progress, quality and efficiency.
The Ministry of Transport requested the People's Committees of Ho Chi Minh City, Long An, and Tien Giang to coordinate with the investors to propose the project and Project Management Board 7 to survey and prepare a project feasibility study report; preside over and coordinate with the Ministry of Transport and relevant agencies to prepare the site for project implementation.
Previously, on February 15, the Government Office sent an official dispatch to the Ministry of Transport, the People's Committees of Ho Chi Minh City, Long An, and Tien Giang to notify the Prime Minister's approval to implement the project to expand the Ho Chi Minh City - Trung Luong - My Thuan expressway, under the public-private partnership (PPP) model. The Prime Minister assigned the Ministry of Transport and related ministries, branches, and localities to promptly start the project in the second quarter of this year, avoiding negativity and waste during the implementation process.
The investment in expanding and completing the Ho Chi Minh City - Trung Luong - My Thuan expressway aims to reduce traffic congestion, complete a regional transportation network in the Southern key economic region and gradually complete the expressway network in the Mekong Delta; contributing to meeting the transportation needs from the Western provinces to the Southeast region and the whole country.
