North-South high-speed railway: Total investment increased to 67.34 billion USD

The investment level of the North-South High-Speed ​​Railway Project has been increased from 58 billion USD to 67.34 billion USD, with the investment progress reduced by 10 years.
On October 15, the Ministry of Planning and Investment (MPI) issued a Notice of conclusion of the meeting of the State Appraisal Council appraising the Pre-Feasibility Study Report of the North-South High-Speed ​​Railway Project.

The Ministry of Planning and Investment said that on October 4, it received the project dossier from the Ministry of Transport (MOT), which included a number of changes compared to the submitted content and received comments from the State Appraisal Council.

Specifically, the mode of transport is changed from passenger transport to both passenger and cargo transport; axle load is increased from 17 tons/axle to 22.5 tons/axle; total investment is increased from 58 billion USD to 67.34 billion USD; investment method is changed from public-private partnership (PPP) investment to public investment; investment progress is reduced by 10 years; special mechanisms are added.

The State Appraisal Council recommends that the Ministry of Transport:

Regarding the route and station location, it is necessary to clearly explain the acceptance of the direction of the Government Standing Committee, especially the technical factors that the route must be as straight as possible to reduce costs (especially the route through Nam Dinh); conveniently connecting the East-West corridor and connecting with railways from China, Laos, and Cambodia.

Regarding operating speed, explain in detail the technical requirements of the route with a design speed of 350km/h in operating container ships.

Strengthening localization capacity and mastering high-speed railway technology.

The Council's appraisal report will be signed by the Council Chairman and submitted to the Government on October 17.
