Bringing Vietnamese education and training up to par with developed countries as soon as possible

Pointing out five factors of time, intelligence, aspiration, self-reliance and integration, along with three contents that need special attention to continue innovating education and training according to the Party's policy, Prime Minister Pham Minh Chinh emphasized the desire for breakthroughs to bring our country's education and training to catch up and be on par with developed countries as soon as possible.

On the afternoon of November 2, Prime Minister Pham Minh Chinh, Chairman of the National Committee for Education and Training Innovation, chaired a meeting of the Committee on orientations and solutions for implementing education and training innovation according to Conclusion No. 91-KL/TW of the Politburo on continuing to implement Resolution No. 29-NQ/TW of the Central Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration.

Also attending were Deputy Prime Minister Le Thanh Long, Vice Chairman of the Committee; former Vice President Nguyen Thi Doan, President of the Vietnam Association for Promoting Education; Minister of Education and Training Nguyen Kim Son; Minister of Science and Technology Huynh Thanh Dat; Chairman of the National Assembly's Committee for Culture and Education Nguyen Dac Vinh; leaders of ministries, branches and members of the Committee.

According to the report of the Ministry of Education and Training, on August 12, 2024, the Politburo issued Conclusion 91 on continuing to implement Resolution 29 of the Central Committee on fundamental and comprehensive innovation of education and training. To implement Conclusion 91, the Government assigned the Ministry of Education and Training to advise the Government to issue an Action Program to implement Conclusion 91.

In order to carry out the tasks assigned by the Government, the Ministry of Education and Training has coordinated with ministries, ministerial-level agencies, government agencies and localities to develop a draft of the Government's Action Program.

The draft Action Program identifies key tasks and solutions that the Government directs ministries, branches and localities to focus on implementing to continue to seriously implement the viewpoints, goals, tasks and solutions on fundamental and comprehensive innovation of education and training according to Resolution 29 and Conclusion 91 of the Politburo and specify the assignment to each ministry, branch, relevant agency and locality.

Opinions at the meeting acknowledged the efforts and responsibility of the Ministry of Education and Training in developing the Government's Action Program; assessed that the content of the draft Action Program basically adhered to the viewpoints, goals, tasks, and solutions of Conclusion 91 of the Politburo, especially the new policy on education related to the regime and policies for the teaching staff, investment resources for education, and conditions to ensure education quality.

In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated the reports and opinions at the meeting, and assigned the Ministry of Education and Training to absorb the opinions, complete the draft Action Program, and submit it to the Government for promulgation in the first half of November 2024.

The Prime Minister stated that the Party and the State always pay attention to and affirm that education and training are the top national policies, and that innovation in education and training is a key task. Over the past years, our country's education and training has achieved many positive results. We need to continue to implement this policy well, especially in the new era - the era of national development.

To do so, we must thoroughly grasp and imbue the viewpoints and guiding thoughts in Resolution 29 and Conclusion 91; must take people as the center, subject, goal, driving force, and resource for development; and not sacrifice progress, equity, and social security to pursue mere growth.

Stating that the content of fundamental innovation and comprehensive education and training has been clearly defined in resolutions and conclusions, the Prime Minister emphasized five guiding factors: Time, intelligence, aspiration, self-reliance and integration.

In terms of time, time is gold, if we are slow in time we are backward, left behind, so policies must be fast, feasible, timely and effective.

Regarding intellectual factors, the Prime Minister pointed out that development must rely on education, training and innovation.

In terms of aspirations, there must be a breakthrough to bring our country's education and training up to par with developed countries as soon as possible. We have set development goals for 2030 and 2045, but since education and training are the top national policies, the education and training goals must come sooner.

Along with that, promoting self-reliance, self-strengthening, self-confidence, self-control, national pride, taking internal resources as fundamental, strategic, long-term, decisive, and external resources as important and breakthrough.

Regarding integration, we must follow the trend of the times, combining national strength and the strength of the times in developing education and training.

The Prime Minister especially noted three contents in the draft Action Program.

Firstly, promote decentralization and delegation of power to localities and educational and training institutions to create space for creativity; enhance local autonomy with the spirit of local decision, local action, local responsibility.

Second, improve the quality of learning and teaching, focus on improving the quality of the teaching staff, teaching appropriate to the age of students, creating motivation and inspiration for students, taking students as the center, teachers as the driving force.

Third, build a mechanism to promote the formation of a learning society and lifelong learning.

To continue perfecting the draft Action Program , the Prime Minister requested the Ministry of Education and Training to continue to carefully review the structure and content, in accordance with the functions and tasks of the ministries and agencies in charge of implementing the tasks; closely follow the Party's guidelines in Resolution XIII of the National Congress and fully and comprehensively specify the tasks of Conclusion No. 91 in the draft Action Program, with concise and clear content, demonstrating high determination, great efforts, drastic actions, with focus and key points, "doing each task thoroughly, doing each task properly", "clear people, clear work, clear time, clear responsibility, clear products", easy to urge, easy to check and evaluate.

In particular, it is necessary to pay attention to the contents related to reviewing the network planning, the quality of the teaching staff, especially preschool and primary school teachers; training high-quality human resources in basic science subjects, traditional fields and emerging economic sectors (semiconductor chips, cloud computing, artificial intelligence, digital economy, green economy, circular economy, sharing economy, knowledge economy, etc.); investment resources for education, ensuring that the State budget for education and training accounts for at least 20% of the total State budget expenditure; gradually making English the second language, and training other foreign languages ​​according to demand.

Regarding issues requiring comments from the National Committee, the Prime Minister requested the Ministry of Education and Training to study and absorb as much as possible the opinions of the delegates attending the meeting, and concretize the Politburo's policies into specific tasks and solutions.

In particular, noting some contents, the Prime Minister requested that by the first quarter of 2025 at the latest, the development of the Education Development Strategy for the period up to 2030, with a vision to 2045, be completed.

Second, regarding the unification of state management of education and training, ensuring consistency and connectivity from preschool education, general education, continuing education, vocational education to university education, the Prime Minister assigned the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs to review and assess the overall situation, shortcomings, difficulties, obstacles and causes of difficulties and obstacles, lessons learned, select good options, propose and recommend specific solutions to the Government and the Prime Minister.

Third, regarding improving the quality of human resources and management of civil servants in the education sector, the Prime Minister assigned the Ministry of Home Affairs to preside over and coordinate with the Ministry of Education and Training to review and propose on the staffing of the education sector and to study, review, amend and supplement regulations on staffing management and civil servant standards. Pay attention to ensuring enough classrooms in the direction of increasing the size of schools, building schools according to the inter-level model, reducing school points, in accordance with the reality, conditions and circumstances of the country and each place.

Fourthly, regarding resources, the Ministry of Planning and Investment shall preside over and coordinate with the Ministry of Education and Training and the Ministry of Finance to research and summarize good models and good practices to develop policies to mobilize resources, taking state resources as seed capital, promoting the leading role and activating social resources, with the spirit of "resources originate from thinking, motivation originates from innovation, strength originates from people and businesses".

Fifth, the Prime Minister assigned the Ministry of Education and Training to preside over research and develop a project to build breakthrough mechanisms and policies to attract and use foreign experts, scientists and overseas Vietnamese to teach, research and work at Vietnamese educational institutions.

Sixth, regarding institutions in building a learning society and lifelong learning, the Prime Minister stated that there must be mechanisms and incentive policies, and everyone must have equal access to this issue.
