The 950 billion VND belt road project is 'not yet completed' due to land acquisition problems

The Eastern Ring Road Project of Ha Tinh City has a total investment of VND 950 billion, using central budget capital in the medium-term public investment plan for the period 2021-2025 and mobilizing other legal capital sources.

According to the design, the route has a total length of 15.778km, starting at the intersection with Provincial Road 9 at Ho Do Bridge (Thach Ha Commune); ending at the intersection with National Highway 1 at Phu Bridge (Dai Nai Ward).

The project will start construction in phase 1 from February 2023 and will be directly managed by the Ha Tinh City Land Fund Development and Investment Project Management Board.

The construction project passes through 4 communes and wards: Thach Ha, Dong Mon, Thach Hung and Dai Nai. The number of households affected by agricultural land acquisition is 166; the number of households affected by residential land is 144; the number of households resettled and separated is 54 cases.

Informing Tuoi Tre Online , a representative of the City Land Fund Development and Investment Project Management Board said that the project started in early 2022 and is expected to be completed in 2025. To date, the construction progress has reached about 45% of the volume.

In addition, the investor is currently constructing 3 resettlement areas including Gieng Dong, Dong Cam, and Doi Nep to relocate households whose residential land area is recovered to implement the project.

Recently, the investor has actively urged construction units to implement the project, however, up to now, the site clearance has not been completed, so there is a risk of affecting the overall progress.

The reason for some difficulties in site clearance is related to determining the origin of the land, handling the actual area of ​​use that is different from the area in the land use right certificate. However, the most important thing is that there is currently no price list to determine the price of resettlement land.

According to the Management Board of the Investment, Construction and Land Fund Development Project of Ha Tinh City, the determination of the resettlement land price list is still waiting for the Ha Tinh Provincial People's Council to meet to pass a resolution, after which the Ha Tinh Provincial People's Committee will issue a decision approving the land price to have a basis and basis for applying compensation payment prices.

However, due to the procedures involved, it may not be possible until the first quarter of 2025.
