Dusty sun, muddy rain

The Tu Thiet - Binh Quy route has its starting point connecting to the existing Tieu La road which has been fully invested; the end point connects to Huynh Thuc Khang road (on National Highway 14E). The route has a total length of 839.25m.

Every day, people and vehicles pass by crowdedly because it is located on the main traffic axis connecting Ha Lam intersection, to the administrative center of Thang Binh district to the border of National Highway 14E. After many years of exploitation, combined with the rapidly increasing traffic volume, this road has seriously degraded.

Thang Binh District has mobilized investment resources to upgrade and expand the section of Tieu La Road. For the section connecting Tieu La Road to National Highway 14, the District People's Committee approved the investment project to build Tieu La Road (Tu Thiet - Binh Quy) on December 11, 2020 and approved the adjustment on August 13, 2021 with a total amount of nearly 20 billion VND. The project implementation period is 2021 - 2023. However, due to difficulties in site clearance, on March 11, 2024, Thang Binh District agreed to adjust the implementation period to the period 2021 - 2025.

The current situation shows that the road surface is broken, the ground is bumpy and full of potholes, causing traffic safety problems. In the dry season, every time a car passes by, dust flies up.

The flying dust pollutes the living environment of households living and trading along the route. Many households put up signs with urgent content: "Dusty road, please drive slowly".

Mr. Ngoc Chau, a person from another locality who has traveled this route many times, said: "It's bearable in sunny weather, but in the rainy season the water stagnates, making it very difficult for people to travel."

Why quiet?

The implementation time has been adjusted to start from March 2024, but up to this point, the construction site of the Tieu La road project (Tu Thiet - Binh Quy) is still quiet.

The Center for Land Fund Development and Service Industry of Thang Binh District said that the compensation and site clearance work of the project was previously assigned to the Quang Nam Land Fund Development Center. However, due to objective difficulties, the Quang Nam Land Fund Development Center has withdrawn from the assigned task.

On September 16, 2024, the People's Committee of Thang Binh district decided to assign the task of implementing compensation, support and resettlement of the project to the Center for Land Fund Development and Service Industry of Thang Binh district.

According to statistics from the Center for Land Fund Development and Service Industry of Thang Binh district, the total number of cases affected by the project is 161 households (Binh Quy 84 households; Ha Lam 77 households).

The district has approved a compensation and support plan for 16 cases (15 households have received money); 16 cases of land managed by the commune are not eligible for compensation. Meanwhile, 127 cases have completely resolved difficulties and problems to apply public prices.

Specifically, 93 cases have been publicly priced according to the regulations on compensation and support of the 2013 Land Law but have not been submitted for approval; 34 cases have completely resolved difficulties and problems but have not been publicly priced according to the old regulations. In addition, there are 2 cases in Binh Quy commune with legal documents, the district has directed the commune to work with relevant departments and units to resolve them completely.

As an active supporter of the general policy, Mr. Nguyen Tien Dung (resident of Quy Thanh 2 village, Binh Quy commune) shared that this is a vital route connecting the western region with the center of Thang Binh district. Now, the road is seriously degraded, affecting the urban beauty and traffic safety.

Many people, especially students and the elderly, have run into subsidence areas, leading to tragic accidents. Therefore, the district's investment in upgrading and expanding the road is urgent. Therefore, Mr. Dung's family agreed, supported and signed a commitment to hand over the land first and receive the money later.

It can be affirmed that the completion of the Tieu La road project (Tu Thiet - Binh Quy) will have a great impact on the appearance of Ha Lam urban area, solve many pressing problems of the people, and facilitate trade and travel.

Vice Chairwoman of Thang Binh District People's Committee - Ms. Phan Thi Nhi said that the project was delayed due to problems in site clearance. The district is urgently preparing documents according to the provisions of Decision No. 31 dated October 25, 2024 of the Provincial People's Committee promulgating the Regulations on compensation, support and resettlement when the State acquires land in Quang Nam province. After that, the locality will carry out the following tasks.

Tieu La Road Project (Tu Thiet - Binh Quy) has a construction investment scale of 839.25m in total length. The cross-section is 14.5m wide; in which the sidewalk on each side is 2m wide and the road surface is 10.5m wide. The road surface structure is 7cm thick asphalt concrete on crushed stone aggregate. There is a longitudinal drainage system on both sides of the sidewalk. The investor is the Project Management Board - Urban Area of ​​Thang Binh district.
