Proactive public administration is a comprehensive management approach that proactively anticipates and responds to social needs. Accordingly, instead of citizens and businesses having to proactively seek out state agencies to carry out procedures, the administrative system will automatically analyze data, suggest, remind and prepare in advance the necessary document components to proactively provide services.
Proactive public services will be based on interconnected data between agencies, applying Big Data analysis technology, artificial intelligence (AI), IoT sensors and Blockchain to ensure transparency, security and flexible adaptability.
The “Once-Only Principle” is applied to reduce duplication of records; at the same time, promoting the transition from pre-inspection to post-inspection to shorten the time for processing procedures for citizens.
The meeting discussed and gave comments on many important issues related to the implementation of the model, such as: It is necessary to pay attention to the accuracy and updating of population data between agencies, ensuring that there is no inconvenience due to information errors. The implementation of education-related services such as announcements of admission to primary schools requires a clear and synchronous coordination process between schools, local authorities and management agencies to avoid arising procedures outside of regulations. Continue to simplify internal processes, increase data sharing between sectors to effectively serve proactive administrative situations.
According to the plan, at the end of April and in May 2025, Quang Nam province will pilot many proactive public services such as: Automatic birth registration, notification of primary school admission, renewal of medical practice licenses and tour guide cards, confirmation of poor/near-poor households for policy support, renewal of veterinary practice certificates, transportation business licenses...
Director of the Department of Science and Technology Nguyen Duc Binh said that for the proactive public administration model to be successful, units need to prioritize standardizing and connecting data, and perfecting business processes in a simple and convenient direction.
The Department of Science and Technology will continue to coordinate and provide technical support so that departments and branches in charge of public administrative services can proactively and synchronously deploy them effectively according to plan.
