With this revolution, to achieve victory is extremely difficult, even having to accept sacrificing immediate benefits. Specifically, information on the merger and streamlining of the apparatus in the political system needs to be disseminated fully, promptly, widely and accurately; avoiding unofficial information on social networks causing disturbance and confusion among the people.

Explain clearly the reasons, benefits and impacts of this revolution to streamline the administrative apparatus, improve the effectiveness of state management, create conditions for economic and social development; save the budget, reduce cumbersome apparatus, increase efficiency in serving the people, etc. so that cadres, party members and people of all walks of life know and comply. At the same time, Party committees and authorities at all levels need to lead and direct the development of reasonable personnel plans, ensure the rights of cadres, civil servants and public employees after the merger, avoid confusion about the issue of staff reduction, job transfers and have plans to retain capable cadres and well-trained young cadres.

Another important requirement is that, during the process of restructuring and streamlining the apparatus, it is necessary to ensure that there is no interruption in activities serving the people and businesses, especially in the areas of public administrative services, investment licensing, land, site clearance, household registration, and social welfare. Establish a hotline and feedback channel to receive comments and answer questions from officials, party members, and the people. Organize public opinion polls to ensure consensus before implementing the merger.

Propaganda work must be carried out flexibly, diversely, anytime, anywhere. In addition to directing official press agencies to step up propaganda work, we need to take advantage of and effectively exploit social networking platforms to propagate and provide official information to cadres, party members and people. Strictly control fake news and rumors that cause confusion in society by early detection and timely response. In case of necessity, there must be official statements from competent authorities to guide public opinion.

Only then can we create consensus among cadres, party members, civil servants, public employees and all classes of people, thereby increasing trust in the policies and guidelines of the Party and the State. This is an important premise and foundation for the revolution to arrange and streamline the apparatus in the political system in Quang Ngai province to succeed and build the homeland of Quang Ngai to develop more and more.
