Previously, the family of Ms. Ha Thi Men, Ban village, Quang Chieu commune (Muong Lat) was in the difficult situation of the commune. After participating in the Cay Noi sticky rice growing model, their economic conditions have improved significantly. Ms. Men said: "My family escaped poverty thanks to growing Cay Noi sticky rice. With 5 sao of Cay Noi sticky rice, harvested once a year, the yield is about 15 - 20 quintals, after deducting expenses, I save about 20 million VND, the economic value is much higher than growing corn and cassava".
Muong Lat district has nearly 800 hectares of rice, of which the district has planned about 500 hectares to grow Cay Noi sticky rice, concentrated in Quang Chieu and Muong Chanh communes. In 2021, the district's Cay Noi sticky rice specialty was recognized as a 3-star OCOP. And currently, the district has a policy to support people in building a model of "Linking chain for production, processing, and consumption of safe Cay Noi sticky rice products" to help the product "gain a foothold" in the market.
According to statistics, from 2018 to present, with the support policies of the State, Muong Lat district has implemented more than 100 projects and production models, including livestock, crop and forestry projects. The projects have supported thousands of livestock and poultry breeds, such as buffaloes, cows, pigs, chickens and plant varieties such as oranges, hybrid peaches, hawthorn, taro, lychee, plum, bitter bamboo... Muong Lat district also issued a plan for socio-economic development, national defense and security for the period 2021-2025. Accordingly, the district builds a production model in the direction of linking household economy with enterprises, associated with product consumption on the basis of harmonizing the interests of "5 houses" (farmers, the State, scientists, investors, businesses); the structure of crop areas is suitable to local conditions; encourage and support people to raise livestock in the direction of farms and family farms; Forestry development in the direction of increasing economic forest area, reducing biomass forest area, increasing large timber forest area to create jobs, increase income for people...
With practical and effective solutions, the socio-economic situation of Muong Lat district has had positive developments. The rate of poor households according to the multidimensional poverty standard for the period 2021-2025 (new standard) is 56.18%; near-poor households are 12.64%; over 45,000 ethnic minority households in difficult circumstances are supported to build houses; over 80% of villages and hamlets have car roads to the village center; 100% of communes have asphalted and concreted roads to the commune center; nearly 14,000 households have changed their occupations; built and put into use over 3,000 essential infrastructure works, 22 commune cluster centers, over 200 centralized domestic water works in villages and hamlets...
Not only Muong Lat district, many mountainous localities in the province have benefited from support policies from the Central and the province, which is the driving force for the mountainous districts of Thanh Hoa to make a breakthrough. In particular, the Socio-Economic Development Program for the Thanh Hoa mountainous area in the period of 2021-2025 has brought a new vitality to the ethnic minorities in the highlands. Of the 28 targets of the program, up to now, 11/28 targets have been achieved and exceeded the plan (equal to 39.28%)...
In the period of 2011-2023, our province has also issued a series of separate mechanisms and policies to support mountainous areas, typically: Project "Building typical points for rapid and sustainable poverty reduction in poor districts of Thanh Hoa province, period 2016-2020"; Project to implement specific policies to support socio-economic development in ethnic minority and mountainous areas of Thanh Hoa province, period 2018-2020; Project to develop crops and livestock with development advantages in mountainous districts of Thanh Hoa province by 2020; Project to stabilize the lives and develop the socio-economic development of the Kho Mu people, Thanh Hoa province by 2020; Resolution No. 11-NQ/TU dated September 29, 2022 of the Standing Committee of the Provincial Party Committee "On building and developing Muong Lat district by 2030, with a vision to 2045"; Socio-economic development program for Thanh Hoa mountainous area in the period 2021-2025...
In addition, departments, branches and sectors in the province have also joined hands to help mountainous districts build programs, projects and plans on traffic infrastructure, irrigation, schools, classrooms, medical facilities, population settlement, building agricultural and forestry extension models... These are the project to upgrade National Highway 15 through Hoa Binh - Thanh Hoa provinces; upgrade National Highway 15C through Quan Hoa and Ngoc Lac districts; upgrade inter-district roads in Ngoc Lac and Cam Thuy; mobile border patrol road combining socio-economics from Km42 National Highway 217 to border marker H5 (Quan Son); Na On road to Ta Com, Trung Ly commune (Muong Lat) with a total length of 25.42km; Ten Tan - Muong Chanh - Landmark G7 road (Muong Lat)...
In the agricultural sector, many mountainous districts have received support from the provincial agricultural sector in training and guidance on scientific and technical knowledge on cultivation, animal husbandry, forest protection and management, and development of agricultural models, such as: high-yield rice production model in Yen Khuong commune (Lang Chanh), Trung Ly commune (Muong Lat); bamboo trees (Quan Son); sturgeon farming in Bat Mot commune (Thuong Xuan); model of planting 3 medicinal plants under the forest canopy in Nam Dong Species Conservation Area and blood vine and ivy in Quan Hoa; Ngoc Linh ginseng and golden orchid of Song Ma Joint Stock Company in Nang Cat village, Tri Nang commune (Lang Chanh); Scientific project on applying scientific and technical advances to build a model for planting, processing and consuming medicinal plants such as Gynostemma pentaphyllum, red polygonum multiflorum, and Codonopsis pilosula in Ba Thuoc and Quan Hoa districts...
