Continuing the 7th Session Program, on the morning of May 22, at Dien Hong Hall, National Assembly House, under the chairmanship and direction of National Assembly Chairman Tran Thanh Man, the 15th National Assembly conducted the process of electing the President of the Socialist Republic of Vietnam for the 2021-2026 term.
Presenting the draft Resolution on the election of the President of the Socialist Republic of Vietnam for the 2021-2026 term, Secretary General of the National Assembly, Head of the Office of the National Assembly Bui Van Cuong said that, based on the Constitution, the Law on the Organization of the National Assembly, the Rules of the National Assembly Session, the Report of the National Assembly Standing Committee, the Minutes of the vote counting on May 22, 2024, the Resolution resolves: Mr. To Lam - Politburo member, Minister of Public Security, deputy of the 15th National Assembly to hold the position of President of the Socialist Republic of Vietnam for the 2021-2026 term. This Resolution takes effect from the time it is voted and approved by the National Assembly.
Next, under the direction of National Assembly Chairman Tran Thanh Man, the National Assembly voted to pass the Resolution to elect the President of the Socialist Republic of Vietnam for the 2021-2026 term by electronic voting.
The electronic voting results showed that, with the majority of National Assembly deputies participating in the vote in favor (96.92%), the National Assembly passed the Resolution to elect Mr. To Lam as President of the Socialist Republic of Vietnam for the 2021-2026 term.
According to the provisions of the Constitution of the Socialist Republic of Vietnam, the President of the Socialist Republic of Vietnam, after being elected by the National Assembly, will take the Oath Ceremony before the National Assembly.
New President To Lam took the oath before the National Assembly and the people and voters nationwide: “Under the sacred red flag with yellow star of the Fatherland, before the National Assembly and the people and voters nationwide, I, the President of the Socialist Republic of Vietnam, swear: To be absolutely loyal to the Fatherland, the People and the Constitution of the Socialist Republic of Vietnam, to strive to fulfill the tasks assigned by the Party, the State and the People.”
In his inaugural speech, President To Lam respectfully thanked the National Assembly for its trust in electing and entrusting him with the important responsibility of President of the Socialist Republic of Vietnam; and respectfully thanked the Party Central Committee, General Secretary Nguyen Phu Trong, and other Party and State leaders for their trust and recommendation for him to take on this important responsibility.
The President expressed: Deeply aware that this is a great honor and responsibility, and at the same time an opportunity to, together with the Central Executive Committee, the Politburo, and the Secretariat, devote all our efforts and intelligence to serving the country and the people on the path that our Party and Uncle Ho have chosen. Forever remember and express our infinite gratitude for the contributions of the great President Ho Chi Minh, of our predecessors, of millions of heroic martyrs who fought and sacrificed for the independence, sovereignty, unity and territorial integrity of the Fatherland, for socialism, for the noble international cause, and the great contributions of the People who have sacrificed themselves in working, creating, building and defending the socialist Fatherland of Vietnam.
Emphasizing that under the wise, talented and sensitive leadership of the Party, the drastic participation of the entire political system, the joint efforts and consensus of the People, the support and assistance of international friends, our country has never had such a foundation, potential, prestige and international position as today, Comrade To Lam shared: these are extremely important premises for me to successfully fulfill the assigned responsibilities in the position of President, on the other hand, it also sets higher requirements and expectations in the new development stage to create new miracles for the goal of a rich people, a strong country, democracy, fairness and civilization.
Deeply aware of the great responsibility before the Party, the State and the People, the President promised to seriously and fully perform the duties and powers of the President as stipulated in the Constitution; actively carry out the tasks of domestic and foreign affairs, national defense and security of the country; together with the entire Party, the entire people, the entire army and organizations in the political system, to promote to the highest level the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride"; strive to successfully implement all policies and guidelines of the Party, first of all the Resolution of the 13th National Congress of the Party, strive to successfully complete the country's goal of 100 years under the leadership of the Party, 100 years of founding the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, turning our country into a developed country with high income, following the socialist orientation.
The President said that on the basis of steadfastly applying and creatively developing Marxism-Leninism, Ho Chi Minh Thought and the Party's renewal policy; independence, sovereignty, unity, territorial integrity, national and ethnic interests are paramount; happiness and prosperity of the people are foremost, we will closely coordinate with relevant agencies, focusing on effectively implementing the tasks of building and perfecting the law; building a socialist rule-of-law state of Vietnam of the people, by the people and for the people in the new period; creating a modern, effective, advanced and developed national governance; a professional, rule-of-law and modern administration and judiciary; signing international treaties in the name of the State; taking care to build, consolidate and promote the strength of the great national unity bloc associated with implementing social progress and justice, improving the quality of life and happiness of the people; Lead and organize, carry out practical and effective patriotic emulation movements associated with studying and following Ho Chi Minh's ideology, morality and style.
The President promised: to unite and unify the Party Central Committee, the Politburo, the Secretariat, and key leaders, to constantly practice and cultivate revolutionary ethics, uphold the responsibility of setting an example, strive and make efforts to overcome all difficulties to successfully complete tasks; to continue and inherit the revolutionary achievements that have been achieved; together with the entire Party, the entire people and the entire army, to promote the glorious traditions and valuable experiences of our Party and our nation, to strongly promote the cultural identity, spirit and intelligence of Vietnam; to strengthen the connection between ideology and action, to do our best to meet the requirements of the revolutionary cause in the new period and the trust of our entire Party, people and army.
The President emphasized that with the unity between “the Party’s will and the people’s heart”, combined with the determination and will to develop of the nation in the cause of building and firmly defending the socialist Fatherland of Vietnam; with the Party’s wisdom, mettle and correct, strong and wise decisions, and the support of the people, he firmly believes that our country will develop more and more prosperously, our people will become more and more prosperous and happy, our nation will become more and more prosperous and everlasting, steadily moving towards socialism, successfully realizing the wishes of the great President Ho Chi Minh and the aspirations of the entire nation.
