Tra Vinh has a population of over 1 million people, 104 communes, wards and towns; 59/104 communes, wards and towns have over 20% of Khmer people living; Khmer ethnic group accounts for 31.53%, the majority live in rural areas, work hard in production, mainly in agriculture, aquaculture and a few live by weaving, small-scale industry, and commercial services.

In recent years, despite many difficulties, with the attention and direction of the Central Government, all levels and sectors, the province has focused on directing and making comprehensive changes to the Khmer ethnic minority area. Implementing the Resolution 2024, the average GRDP per capita reached 94,368 million VND/person; the poor households remained at 0.87%, of which the poor Khmer households accounted for 1.45% of the total number of Khmer households; this is the result of the close direction of the Provincial Party Committee, the effective management of the Provincial People's Committee, the active participation of departments and sectors, the consensus of the people, including many positive contributions from the Khmer people.

Comprehensive development of the Khmer ethnic minority region, period 2020 - 2025, the Standing Committee of the Provincial Party Committee issued resolutions, directives, plans, and action programs to implement in the Khmer ethnic minority region such as: Resolution No. 06-NQ/TU, dated October 8, 2021 of the Provincial Party Committee on continuing to comprehensively develop the Khmer ethnic minority region in the period 2021 - 2025, with a vision to 2030; Project No. 05-DA/TU, dated November 17, 2022 of the Standing Committee of the Provincial Party Committee on creating sources for planning, arranging, and using female cadres and Khmer ethnic cadres in the province,...

Among the policies to care for the material and spiritual life of the Khmer people, there is the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2025 period. By the end of 2024, 100% of communes will be removed from the list of extremely difficult areas; 99.7% of households will use the national grid; 99.8% of ethnic minorities will have access to clean water.

The great joy of the Khmer people on the occasion of the traditional Chol Chnam Thmay New Year this year is the result of the New Rural Development movement. By the end of 2024, 07/07 districts met the new rural standards, 02 Cau Ke and Tieu Can met the advanced new rural standards; 85/85 communes met the new rural standards. Regarding the advanced new rural communes, by the end of 2023, the whole province had 51/85 communes meeting the advanced new rural standards. In 2024, 07 more communes met the advanced new rural standards, currently the districts are proposing the province to review and recognize; currently the province has 09 communes meeting the model new rural standards; in 2024, 06 more communes met the model new rural standards, currently the communes are proposing the province to review and recognize. In particular, there are currently 640/640 new rural hamlets; Model new rural hamlets, with 104/640 model new rural hamlets, the whole province has 223,893/235,031 households meeting the standards of cultural families - new rural areas, reaching 95.26%. Achievements in building new rural areas are the efforts of the entire political system, including the cooperation and consensus of the Khmer people in the province...

This is an important driving force, helping Tra Vinh strive to become a province with high average development, in the top group of the Mekong Delta region. At the same time, this is one of the key tasks, of decisive significance in contributing to the goal of improving the material and spiritual life of the people in general, the Khmer people in particular; promoting sustainable socio-economic development, stabilizing political security, social order and safety.

According to Mr. Nguyen Van Tam, Deputy Director of the Department of Construction, implementing Decision No. 2270/QD-UBND dated December 17, 2024 of the Provincial People's Committee, by April 5, 2025, the whole province had started construction of 478/478 houses for households with housing difficulties (305 new houses, 173 repaired houses); implementing Decision No. 410/QD-UBND dated February 28, 2025 and Decision No. 458/QD-UBND dated February 28, 2025, the whole province had started construction of 404/470 houses (121 new houses, 283 repaired houses).

The total number of houses that have started construction is 882/948 (Khmer households account for nearly 80%). Of these, 454 houses have been completed, accounting for 47.9% of the total number of houses; 428 houses are under construction, accounting for 45.1%; and 66 houses have not been completed, accounting for 07%. Chairman of the Provincial People's Committee Le Van Han directed localities to speed up the completion progress before April 30, 2025.

In recent years, despite difficulties, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province have always paid attention to housing for poor households in general and the Khmer people in particular. With the motto "Settling down to find a new job", in the period of 2021 - 2024, the province has implemented support for building new and improving houses for 6,142 poor, near-poor, newly escaped poverty, and disadvantaged households, with houses that do not meet the 3 requirements, with a budget of over 492 billion VND.

Implementing the program to eliminate temporary and dilapidated houses nationwide launched by the Prime Minister, the province supported the construction of 4,186 new households, with a budget of over 142.7 billion VND. Of which, 1,975 households with housing difficulties received support from the provincial Social Security Fund; eliminated temporary and dilapidated houses for 948 poor and near-poor households.

The joy in the field of education and training is also multiplied: the goal of improving the quality of human resources among the Khmer people is of interest; the whole province currently has 134 Khmer Theravada pagodas organizing Khmer language teaching during the summer, with 1,029 classes, 22,799 students; the province has invested in building 08 ethnic boarding schools, 01 Pali - Khmer Intermediate School; Southern Khmer Language - Culture - Arts School and Humanities under Tra Vinh University.

Promoting the achieved results, the Provincial Party Committee will strengthen the leadership and direction of Party committees at all levels, the management and administration of authorities at all levels on ethnic affairs; promote the role of prestigious people, dignitaries, and officials associated with revolutionary action movements in localities and residential areas, and at the same time launch patriotic emulation movements, making efforts to build the homeland.
