'Leverage' to improve quality of life

Social policy credit is not only a financial solution, but has truly become a driving force to promote poverty reduction, job creation and economic development for households in Phu Luong district. In particular, loan programs to solve employment and clean water and rural environmental sanitation are showing clear effectiveness, opening up livelihood opportunities and improving the quality of life for thousands of households.

In recent years, the job creation loan program in Phu Luong district has been considered a highlight in policy credit activities. By the end of February 2025, the outstanding loan balance of the program reached 117.2 billion VND, with 2,236 households borrowing. Capital is directly "injected" into production and business, helping many households escape from the precarious situation of working for hire, proactively creating jobs right in their hometown.

A typical example is the household of Mr. Nguyen Duc Hien, in My Khanh residential group, Du town. Thanks to a loan of 50 million VND from the job creation loan program, his family invested in expanding the deer antler farming model. Initially, his family encountered difficulties due to lack of experience, but by 2024, the model was stable, earning over 400 million VND in profit from selling deer breeds, deer antlers and antler products.

Mr. Nguyen Duc Hien: “The preferential loan helps my family have more conditions to restore the herd and expand the scale. Now I not only sell deer breeds but also exploit antlers, produce additional antler products, and the output is very stable.”

Another case is the family of Ms. Khuong Thi Mao, Co 2 residential group, Giang Tien town. In 2023, Ms. Mao borrowed 50 million VND in job creation capital to invest in commercial pig and chicken farming. “With capital, I built solid barns and bought more pig and chicken breeds. Thanks to systematic farming, the last batch of pigs sold earned a profit of over 200 million VND, giving the family a stable income,” Ms. Mao happily said.

According to Mr. Nong Ha Thai, Deputy Director of the Transaction Office of the Social Policy Bank of Phu Luong District, the job creation loan program is becoming a driving force to help many households boldly invest in production, gradually rising out of poverty.

“We have seen that people have become more proactive in their economic activities, knowing how to calculate and choose models that are suitable for each family’s conditions. Many households, thanks to loans, have gone from being hired workers to now creating stable jobs for themselves,” Mr. Thai assessed.

Along with creating livelihoods, the clean water and rural environmental sanitation program has also been promoted by Phu Luong, becoming a "lever" to improve the quality of life for the people. By the end of February 2025, the outstanding loan balance of the program reached 138.5 billion VND, with 6,392 households borrowing - the program with the largest number of households borrowing in the area.

This capital source helps thousands of households invest in building clean water and standard toilets, gradually changing the face of the countryside. In Co Lung commune, hundreds of households have borrowed capital to drill wells, install clean water tanks, and build septic toilets.

“In the past, due to the lack of clean water, daily life was very difficult. During the rainy season, there was pollution and during the dry season, there was a lack of water. Thanks to a VND50 million bank loan, my family was able to build a new well and a new sanitation facility, which is much safer and cleaner,” said Ms. Luong My Hang, Cay Cai hamlet, Co Lung commune .

The preferential capital from this program has helped Co Lung commune gradually improve environmental criteria in building a model new rural area, while raising people's awareness of maintaining hygiene and preventing epidemics.

According to Mr. Nong Ha Thai, in order for the policy capital flow to continue to promote sustainable effectiveness, in the coming time, Phu Luong Social Policy Bank will strengthen coordination with authorities at all levels and entrusted organizations to promote propaganda and consulting work to help people use capital effectively and for the right purposes. At the same time, review and replicate effective business models; promote the application of technology in management to better control capital flows, limit bad debt risks...
