On September 18, Vice President of the Vietnam Fatherland Front Central Committee Nguyen Huu Dung chaired the Conference to evaluate after monitoring the implementation of Project 1 of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas in 2024 (referred to as Project 1) in Ca Mau province.
The conference assessed that the National Target Program on Socio-Economic Development in Ethnic Minority Areas is a major policy of the Party and State, consistent with the actual situation, needs and legitimate aspirations of ethnic minorities and people in particularly disadvantaged communes, hamlets and wards of Ca Mau province.
Overall, the results achieved through the implementation of the Program's support contents have significantly contributed to changing the appearance of ethnic minority areas in a positive direction; infrastructure serving socio-economic development in the province's ethnic minority areas has received more investment and has basically ensured the necessary conditions for production and people's lives in the area.
The screening and selection of beneficiaries is carried out publicly and democratically from the grassroots level; correct beneficiaries, correct norms, no overlap, with participation and consensus of the people in the village or hamlet where the assessment is conducted. Priority is given to selecting more difficult beneficiaries such as: Ethnic minority households with specific difficulties; female ethnic minority beneficiaries; beneficiaries belonging to groups affected by natural disasters in the area; Kinh people, poor, living in particularly difficult areas...
Some specific results such as: Total capital in 2023 is more than 15.3 billion VND, of which the central budget is more than 14 billion VND, the provincial budget matches over 1.1 billion VND, has implemented support and disbursed over 15.2 billion VND, reaching over 99% of the assigned capital plan.
In the period from 2021 to 2025, the number of households needing housing support is 754. The results of implementation up to the end of 2023, approved support for 283 households with a total implementation capital of 12.5 billion VND, of which over 12.4 billion VND has been disbursed...
The total number of households needing support for career conversion is 522 households. The implementation results by the end of 2023 have approved support for 201 households with a total capital for support and disbursement of about 2 billion VND, reaching 100% of the capital plan assigned by the end of 2023.
In addition, the implementation of domestic water support with a total of 1,743 households needing domestic water support scattered by the end of 2023 has supported 406 households with a total capital implementation and disbursement of over 1.2 billion VND, reaching 100% of the capital plan. Particularly, households that have borrowed capital from the Social Policy Bank to stabilize their own housing, build new or repair houses, create land for production and vocational training and career conversion are 176 households with a total disbursed amount of over 6.5 billion VND.
At the conference, delegates, the People's Inspectorate, the Community Investment Supervision Board, and local leaders exchanged and shared experiences in implementing the supervision work of the Community Investment Supervision Board and the People's Inspectorate on the implementation of Project 1.
Delegates also discussed and shared creative and effective ways to innovate the content and monitoring methods suitable to the actual conditions in each locality of ethnic minorities and mountainous areas. At the same time, they pointed out the difficulties in the process of project implementation such as: the progress of implementing projects, sub-projects, and components of the Program, including Project 1, with a rather slow disbursement rate of planned capital; the policy of supporting career conversion (instead of production land) with a low support level from the state budget (not exceeding 10 million VND/household) has not really been effective in supporting poverty reduction for beneficiaries; regulations on procedures for granting land use right certificates for cases of residential land support are unclear...
Speaking at the meeting, Vice Chairman Nguyen Huu Dung acknowledged and highly appreciated the results of Project 1 implemented by Ca Mau province, especially the review and selection of beneficiaries which were carried out in a public, transparent and democratic manner from the grassroots level; correct beneficiaries, correct norms, no overlap, with participation and consensus of people and communities where the assessment was conducted. Priority was given to selecting more difficult beneficiaries such as: Ethnic minority households with specific difficulties; female ethnic minority beneficiaries; beneficiaries belonging to groups affected by natural disasters in the area...
“The results of the implementation of the Program in the past time in the province have made important contributions to the task of economic development, improving the lives of people in ethnic minority areas; the transport infrastructure in the region has been improved to enhance trade, circulation of goods and meet the travel needs of the people; the system of basic irrigation works meets production requirements; the cultural and social infrastructure has received investment attention, many programs and projects implemented in the region have been completed and put into use and have promoted practical effectiveness, contributing to shortening the development gap between ethnic minority areas and other regions of the province; aiming to gradually reduce the number of communes and hamlets with special difficulties in 2025", Vice Chairman of the Central Committee of the Vietnam Fatherland Front Nguyen Huu Dung emphasized.
Vice Chairman Nguyen Huu Dung said that the support policies have a direct impact on ethnic minorities, especially the support contents under Project 1 of the Program, which have been focused on and implemented quite drastically by all levels and sectors; have promptly resolved difficulties and urgent requirements regarding living conditions and living conditions of poor households in ethnic minority areas, helping many households gradually stabilize their lives and escape poverty.
Vice Chairman Nguyen Huu Dung added that the opinions discussed at the Conference will be received and compiled by the Supervisory Delegation and sent to the Standing Committee to serve as a basis for completing the contents related to the implementation of Project 1 under the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas in the coming time in an effective and practical manner.
