(NLDO) - The Politburo and the Secretariat highly agreed on the plans to streamline the organization of the political system to be submitted to the Party Central Committee.
On the morning of January 20, at the 2nd Conference of the Central Committee of the Vietnam Fatherland Front (VFF), term 10, Mr. Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the VFF Central Committee, provided further information on the implementation of Resolution 18 on streamlining the political system apparatus.

According to Mr. Do Van Chien, based on practical requirements, the Politburo reported to the Central Executive Committee to promptly summarize Resolution 18 and make some appropriate adjustments to promote the arrangement of the apparatus, streamlining the payroll for efficiency, effectiveness and efficiency.
The Politburo established a Steering Committee with 100% of Politburo and Secretariat members participating, with General Secretary To Lam as Head of the Committee.
The Politburo and Secretariat have identified this as a revolution and must carry out synchronous political and ideological work, cadre work, and mobilization and persuasion work combined with the implementation of outstanding policies, with very high political determination.
At the same time, the central government set an example, and the localities responded and followed, running and lining up at the same time. The Politburo and the Secretariat set an example, facing reality, resolving all difficulties to achieve the set goals. Creating a very high consensus within the Party, the people and international public opinion also supported, with many very good opinions expressed.
Mr. Do Van Chien said that the Politburo and the Secretariat highly agreed to present this content to the Central Executive Committee. The Central Executive Committee is expected to meet on January 23 and 24.
Basically, the Politburo will present to the Central Committee the plan for the Party Committees as follows: End the activities of the Central Foreign Affairs Committee, transfer part of it to the Ministry of Foreign Affairs, part of it to the Central Party Office. Merge the Propaganda Committee with the Central Mass Mobilization Committee into the Propaganda - Mass Mobilization Committee. Rename the Central Economic Committee into the Party's Strategic Policy Research Committee.
Regarding the National Assembly, Mr. Do Van Chien said that the activities of the Foreign Affairs Committee will end. The foreign affairs section will be linked with the Defense, Security and Foreign Affairs Committee to carry out international tasks.
Other foreign affairs tasks will be transferred to the Ministry of Foreign Affairs. The State Protocol Department will be established. Foreign affairs activities of the leaders of the Party, State and Vietnam Fatherland Front (if needed) will be carried out by the department.
Merge the Economic Committee with the Finance and Budget Committee, merge the Social Committee with the Culture and Education Committee, merge the Law Committee with the Judiciary Committee.
Convert the Delegation Affairs Committee and the People's Aspirations Committee under the National Assembly Standing Committee into two committees under the National Assembly, including: the Delegation Affairs Committee and the People's Aspirations and Supervision Committee.
End of operations of the Institute for Legislative Studies and Vietnam National Assembly Television.
According to Mr. Do Van Chien, the approved plan submitted to the Central Government is to merge the Ministry of Planning and Investment and the Ministry of Finance, and name it the Ministry of Finance.
Merge the Ministry of Science and Technology with the Ministry of Information and Communications, named the Ministry of Science and Technology. Transfer part of the tasks of the Ministry of Information and Communications to the Ministry of Culture, Sports and Tourism.
Merge the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs, named the Ministry of Home Affairs. Part of the tasks of the Ministry of Labor, War Invalids and Social Affairs are transferred to the Ministry of Education and Training and the Ministry of Health.
The Ministry of Agriculture and Rural Development will merge with the Ministry of Natural Resources and Environment. The proposed name after the merger will be the Ministry of Agriculture and Environment...
Along with that, all the general departments ended their operations, leaving only the department.
Regarding the Vietnam Fatherland Front and socio-political organizations, Mr. Do Van Chien said that the activities of the Vietnam Fatherland Front Party Committee and 10 other Party Committees will be terminated. Instead, the Central Party Committee of the Vietnam Fatherland Front and Central Organizations will be established, with an expected number of 30 focal points, with the President of the Vietnam Fatherland Front as Party Committee Secretary.
Establish the National Assembly Party Committee, including agencies under the National Assembly, the Procuracy, and the Court. The National Assembly Chairman is expected to be the Party Committee Secretary.
Establishment of the Government Party Committee with 200,000 members with the Prime Minister as Party Secretary.
Establish a Party Committee of the Party agency, expected to have the Standing Secretary of the Secretariat as Party Committee Secretary, and the Secretary of the Party Central Committee as Deputy Party Committee Secretary.
At the local level, there will be 2 Party Committees including: Party Committee of Party agencies, mass organizations and Party Committee of government agencies.
Regarding the Central Committee of the Vietnam Fatherland Front, Mr. Do Van Chien said that he has set an example by reducing from 16 focal points to 8 focal points.
