On the morning of December 20, the Thanh Hoa Provincial Association of the Blind held its 8th Congress for the 2024-2029 term. Attending the congress were Mr. Pham Viet Thu, President of the Vietnam Association of the Blind; representatives of provincial departments, agencies and branches; and 128 official delegates representing 3,026 members of the Thanh Hoa Provincial Association of the Blind.

The 2019-2024 term, in the face of many difficulties and challenges. However, with the attention and direction of the Vietnam Association of the Blind; the effective coordination, support and facilitation of provincial departments, branches, organizations, philanthropists and people in the province, the Executive Committee of the Thanh Hoa Provincial Association of the Blind always upholds the spirit of solidarity, overcomes difficulties, is proactive in work, and is flexible in organization to implement and successfully complete the set goals and tasks.

Comrade Nguyen Xuan Trung, Chairman of Thanh Hoa Province Blind Association, delivered the opening speech at the congress.

In particular, the work of improving the quality of staff and gathering members is outstanding. The Provincial Blind Association regularly focuses on opening training courses and fostering cadres at all levels of the Association in the province on professional work of the Association. During the 2019-2024 term, the Provincial Blind Association opened training courses and fostered 600 cadres at all levels of the Association. After the training and fostering process, many key cadres at all levels of the Association have promoted their qualifications and capacity, organized and managed the Association's activities with good results.

Education, training and improving people's knowledge have been paid attention to and implemented with high efficiency. During the 2019 - 2024 term, Thanh Hoa Vocational Education Center for the Blind (referred to as the Center) organized literacy and Braille education for 490 members. In addition, the Center opened 4 classes on traditional massage, spinal manipulation and office computing for 80 students at the Center with funding support from the Chairman of Thanh Hoa Provincial People's Committee.

Along with that, the Provincial Blind Association always focuses on creating loan capital, solving employment and taking care of members' lives. The Association identifies traditional massage and bamboo toothpicks as two main occupations, traditional spearhead occupations that bring regular jobs and stable income to members. Up to now, each district association has at least 1 facility producing bamboo toothpicks and traditional massage focused on the blind. Most of the facilities regularly upgrade and renovate their facilities to ensure spaciousness and cleanliness, focusing on equipping necessary tools, improving technical equipment, improving skills and product quality to attract and meet the increasing needs of customers. Thanks to that, it is estimated that more than 300 workers of the Provincial Blind Association have regular jobs, with an income of over 3 million VND/person/month. The total revenue of concentrated production labor in the 2019-2024 term reached nearly 93 billion VND.

In the 8th term (2024-2029), with the motto of action "Solidarity - Compassion - Integration - Progress", the Provincial Association for the Blind has set out a number of key tasks, namely: Strengthening connections, gathering, and attracting members to participate in Association activities; strengthening education in the General Education Program for 40-60 blind children to eat, live, and study at the Center. Each year, teach Braille and prevent re-illiteracy for 80 or more members. 100% of Association officials are trained in professional skills and association work skills; promoting production and business, striving for revenue and average salary of workers to increase by 10% or more each year, total revenue reaching 160 billion VND or more, creating regular jobs for 400 or more members...

Speaking at the congress, comrade Pham Viet Thu, Chairman of the Vietnam Association of the Blind, acknowledged, commended and congratulated the results that the Thanh Hoa Association of the Blind achieved in the 2019-2024 term.

Regarding the tasks in the coming time, Chairman of the Vietnam Blind Association Pham Viet Thu suggested: The Blind Associations at all levels in Thanh Hoa province need to continue to unite, be proactive, and creative to improve operational efficiency, build the Blind Associations at all levels to develop more and more, and strive to successfully implement the targets and tasks set out in the Resolution of the 8th term Congress (2024-2029).

It is necessary to actively innovate the content and methods of operation, focusing on the grassroots and the blind, taking care of building a strong association; doing a good job of advising the Party Committee and the government, coordinating with departments, branches and organizations to mobilize and encourage the community to join hands to help the blind. Protect the rights and legitimate interests of members.

The provincial Blind Association needs to continue to pay attention to the work of borrowing capital and solving employment for members. Regularly check the skills of trained students currently working at the association's service facilities to have a plan for training to improve their skills.

Comrade Pham Viet Thu, Chairman of the Vietnam Association of the Blind, presented commemorative medals of the Vietnam Association of the Blind to three individuals who have made achievements in the process of participating in building the association, contributing to taking care of the lives of members and the blind.

At the congress, the Vietnam Blind Association awarded the "For the Happiness of the Blind" medal to individuals who have been interested in creating conditions and helping the Thanh Hoa Provincial Blind Association operate effectively for many years; awarded the medal to 3 individuals who have made achievements in the process of participating in building the Association, contributing to taking care of the lives of members and the blind; awarded Certificates of Merit to the collective of cadres and teachers of the Thanh Hoa Provincial Education and Vocational Training Center for the Blind.

The Congress elected the 8th Executive Committee for the 2024-2029 term, consisting of 26 comrades. Comrade Nguyen Xuan Trung was re-elected as Chairman of the Thanh Hoa Provincial Association for the Blind for the 8th term, 2024-2029 term.
