The passing of General Secretary Nguyen Phu Trong is a great loss for our entire Party, army and people, leaving behind infinite sorrow for the people of the whole country and international friends.

Deeply mourning the passing of General Secretary Nguyen Phu Trong, the delegates observed a minute of silence. The Party Committee, government, armed forces and people of all ethnic groups in Dien Bien province are deeply grateful and will forever remember the great contributions of General Secretary Nguyen Phu Trong, who always has special affection, care and leadership in directing the development of ethnic minority areas, improving the material and spiritual life of the people of Dien Bien and the Northwestern provinces. Dien Bien province vows to follow the example of General Secretary Nguyen Phu Trong, always unite, strive, be creative, promote the spirit of self-reliance and development aspirations, lead the Party Committee, government and people of all ethnic groups to successfully implement the Resolution of the 13th National Party Congress, the Resolution of the 14th National Party Congress of the province, making Dien Bien a province with rapid and sustainable development.
