Comrade Doan Thi Thanh Mai - Vice Chairwoman of the National Assembly's Economic and Financial Committee chaired the meeting. Attending the meeting were delegates who are members of the National Assembly's Economic and Financial Committee, representatives of the National Assembly delegation of Lam Dong province, representatives of provincial departments and branches, leaders of Bao Lam district; leaders of the Vietnam National Coal - Mineral Industries Group and Lam Dong Aluminum Company.

At the meeting, the leader of Bao Lam District People's Committee reported on the review of overlapping boundaries according to Decision 866/QD-TTg dated July 18, 2023 of the Prime Minister in Bao Lam district.

According to the results of the review of the bauxite mineral exploration and exploitation planning according to Decision 866 in Bao Lam district, the total area within the bauxite mineral exploration and exploitation planning boundary according to Decision 866 in Bao Lam district is 51,244.2 hectares, accounting for 35.03% of the natural area. The planning boundary is mainly residential land, agricultural land... the remaining area is forest land, national defense land. The affected area is spread over 9 communes and 1 town.

The current status of the planning area for residential and agricultural areas is that most of the area under the planning for mineral exploration and exploitation is mainly the central area, concentrated residential areas, administrative areas of communes and towns that have been invested in infrastructure, commune People's Committee headquarters, schools, medical stations, post offices and are agricultural land areas for growing tea, coffee, mulberry and local fruit trees. Therefore, it will greatly affect the livelihoods of the people, significantly impacting socio-economic development.

Difficulties and problems related to the implementation of Decision 866 of the Prime Minister for Bao Lam district are the settlement of administrative procedures related to detailed planning, master plan planning, construction permits for households and individuals within the planning boundary according to Decision 866, which also leads to many reflections and recommendations from people, organizations and businesses; affecting the orientation of spatial development and impacting stable agricultural production areas, rural residential land planning areas and rural residential areas.

In particular, it affects densely populated residential areas and central areas of communes; causing difficulties for spatial development orientation and zoning of Bao Lam district. Along with that, projects in the area cannot be implemented due to overlap in the mineral planning area, including a number of important projects such as the Loc Thang town resettlement area project to serve the Tan Phu - Bao Loc, Bao Loc - Lien Khuong expressways; the project to expand the main road of Loc Thang town, kindergarten; it is impossible to grant construction permits, change land use purposes in the overlapping area of ​​the mineral planning area, directly affecting the rights of the people.

In addition, the planning for bauxite mineral exploration and exploitation according to Decision 866 causes many difficulties for Bao Lam district in calling for investment projects, socio-economic development in the area as well as many other activities that cannot be implemented due to mineral planning.

At the meeting, Mr. Nguyen Tien Manh - Deputy General Director of Vietnam National Coal - Mineral Industries Group reported on TKV's production, business and investment activities in Lam Dong province and difficulties and problems related to land and mineral planning. In 2025, TKV assigned Lam Dong Aluminum One Member Co., Ltd. a production and business plan with key targets such as raw ore output of 4.3 million tons; converted alumina of 650 thousand tons; compensation area, site clearance, land recovery of 120 hectares; revenue of 3,441 billion VND; budget payment according to regulations (estimated at 588 billion VND); ensuring jobs and stable income for over 1,300 workers.

Currently, TKV's production, business and investment development activities in Lam Dong province are facing some major difficulties and problems such as compensation, site clearance, resettlement; financial mechanism when handing over the area of ​​land where bauxite has been exploited early to the locality to serve socio-economic development and difficulties and problems in the implementation of Decision 866. Especially, there are difficulties in the source of bauxite raw materials for the alumina project; in the confusion of place names in Decision 866; in the location of the bauxite - alumina - aluminum processing plant complex; in the source, grid and electricity price for aluminum production.

To remove difficulties and obstacles in current production and business activities and to complete the investment goal of developing the bauxite - alumina - aluminum industry , the leaders of the Vietnam National Coal - Mineral Industries Group have proposed to Lam Dong province and other departments and branches to continue to pay attention to directing the removal of difficulties and obstacles in compensation, site clearance, and resettlement; support TKV in implementing investment projects to increase the capacity of Lam Dong Bauxite - Aluminum Complex to 2 million tons of aluminum/year; approve additional planning and land use plans to meet TKV's bauxite mining and alumina - aluminum production projects, as well as investment projects to maintain production to serve Lam Dong Bauxite - Aluminum Complex.

At the working session, Comrade Doan Thi Thanh Mai - Vice Chairwoman of the National Assembly's Economic and Financial Committee acknowledged the proposals and recommendations of Bao Lam district and the Vietnam National Coal - Mineral Industries Group; at the same time, the parties requested to promptly complete the reports assessing the overall situation of the implementation of planning, land use plans and the implementation of the Land Law in Bao Lam district as well as the difficulties and obstacles of Decision 866 affecting people's lives, local socio-economic development and production and business activities of the Lam Dong Bauxite - Aluminum Complex Project so that the working group of the National Assembly's Economic and Financial Committee can synthesize and report to the National Assembly Standing Committee for consideration and resolution in the coming time.
