According to the report at the survey, over the past 5 years, Party committees at all levels, authorities, the Vietnam Fatherland Front, and socio-political organizations in the province have focused on leading, directing, thoroughly grasping, and seriously and effectively implementing Conclusion No. 65-KL/TW and the Party's guidelines, policies, and laws of the State on ethnic affairs and achieved many important results. The socio-economy in the region has developed; the average GRDP growth rate in the 2021-2023 period reached 6%/year, the material and spiritual life of ethnic minorities in the region has improved significantly; the socio-economic infrastructure system has been invested in, strengthened, and upgraded; issues of housing, residential land, production land, domestic water, and employment for workers have been addressed; education - training, culture, and people's health care have changed positively; Ethnic minorities have more convenient and complete access to the State's support policies. The political system at the grassroots level is increasingly consolidated and strengthened, its effectiveness and efficiency are improved. National defense - security, social order and safety in the region are maintained. Belief and religious activities comply with the provisions of the law, the great national unity bloc is firmly consolidated...
The province's ethnic minority and mountainous areas have a natural area of 7,962 km2 (accounting for 3/4 of the province's total area), including 11 mountainous districts and 6 bordering districts and towns; with 174 communes, towns, 1,551 villages, hamlets, and neighborhoods, of which 318 are particularly disadvantaged. The whole region has 7 main ethnic groups living together, including: Kinh, Muong, Thai, Tho, Mong, Dao, Kho Mu. The population of the whole region is over 1.1 million people, of which 710,240 are ethnic minorities. |
In the period of 2019-2023, the province created new jobs for 83,314 ethnic minority and Kinh workers from poor and near-poor households living in ethnic minority and mountainous areas; of which 8,614 workers went to work abroad under contracts. Forest coverage in 2023 reached 70.6%.

The province has supported 346 households to build houses; invested in the construction of 33 centralized water supply works; supported 11,301 households to buy decentralized water storage devices. It is implementing 3 projects to plan, arrange, relocate, and stabilize concentrated residential areas with an allocated capital of 73,994 million VND. In particular, the Provincial People's Committee has approved the Project to arrange and stabilize residents in areas at high risk of flash floods, landslides, and landslides in mountainous districts of the province for the period 2021-2025. Currently, 282 households have been relocated and 17 resettlement projects are being implemented to arrange and stabilize 556 households.
Also in the past time, the province has prioritized resources to invest in completing infrastructure of transport, irrigation, health, education, and clean water to meet the needs of development and serve the people's lives. Up to now, 100% of communes, towns and 100% of villages and hamlets in ethnic minority and mountainous areas in the region have access to the national grid. The whole region currently has 68 communes, 691 hamlets and hamlets meeting the new rural standards, 8 communes meeting the advanced new rural standards, 1 commune and 58 hamlets and hamlets meeting the model new rural standards; an average of 13.83 criteria/commune.

The work of developing the human resources of ethnic minority cadres, civil servants and public employees has been given attention and direction. Up to now, the total number of ethnic minority cadres and civil servants from district level and above in the province is 304 people, commune level is 2,376 people; the total number of ethnic minority civil servants is 3,368 people. The work of managing, training, recruiting, using and appointing the team of ethnic minority cadres, civil servants and public employees has been gradually standardized and improved in quality, increasingly meeting the practical requirements of ethnic minority areas.
From 2020 to present, the province has admitted 4,174 new ethnic minority party members, bringing the total number of ethnic minority party members in the entire provincial Party Committee to 35,758 people (accounting for 15.12% of the total number of party members in the province). |
In addition to the achieved results, the implementation of policies and guidelines on ethnic affairs in the province still has some difficulties and shortcomings, such as: The effectiveness and efficiency of management and administration of the government, especially at the grassroots level, in implementing the tasks of socio-economic development, national defense and security, building the political system, poverty reduction, and ensuring social security in ethnic minority and mountainous areas are still limited; there has not been a strong change in thinking, thinking, and working methods; the spirit of self-reliance, self-improvement, proactiveness, and creativity of cadres, party members, and people in ethnic minority and mountainous areas has not been promoted...

Many members also contributed ideas and suggested practical solutions for the province to continue to focus on leadership, direction, and effective implementation of ethnic policies and ethnic work in ethnic minority areas in the coming time.

At the same time, they clarified a number of specific and separate policies for ethnic minority areas that Thanh Hoa province has issued and effectively implemented in the past. They pointed out a number of obstacles and difficulties in implementing preferential policies for socio-economic development in ethnic minority areas, especially the situation of being entangled in legal regulations in implementing national target programs and proposed a number of solutions to remove obstacles and difficulties.
