Orientation and removal of difficulties and obstacles of grassroots Party organizations

That is one of the tasks of the Party Committee members and leaders of the provincial Party building committees in Regulation No. 1513-QD/TU (Regulation 1513) dated February 15, 2024 issued by the Provincial Party Standing Committee on the participation of Party Committee members and leaders of the provincial Party building committees in Party cell activities of all types of grassroots Party organizations in the province.

Regulation 1513 stipulates the tasks, responsibilities and assignments of Party Committee members and leaders of provincial Party building committees to attend Party cell meetings in various types of grassroots Party organizations in the province; the responsibilities of the standing committees of district-level Party Committees, grassroots Party Committees and Party cells where there are Party Committee members at higher levels, and leaders of provincial Party building committees who register to attend Party cell meetings in various types of grassroots Party organizations. Thereby, strengthening the relationship between Party Committee members and leaders of provincial Party building committees with Party Committees, authorities, and people in residential areas, Party Committees, agencies, and units in various types of grassroots Party organizations, contributing to improving leadership capacity, fighting strength, and improving the quality of Party cell meetings in various types of grassroots Party organizations; listening to the opinions of Party Committees, cadres, Party members, and people at the grassroots level; Detect the situation to direct on-site according to authority or reflect to the Party Committee, Standing Committee of Party Committees at all levels to have measures to direct and remove difficulties at the grassroots level; study and supervise the work in each field by each Party Committee member; leaders of the Party building committees at the provincial level are assigned to be in charge of the grassroots area.

The Standing Committee of the Provincial Party Committee requests that Party Committee members and leaders of provincial Party building committees uphold their pioneering and exemplary roles, actively participate in contributing opinions to resolutions of Party Committees and Party cells at meetings with Party cells in all types of grassroots Party organizations in order to contribute to improving the leadership capacity and fighting strength of Party organizations and Party members in the Provincial Party Committee. In addition to grasping the situation of Party cells in all types of grassroots Party organizations, Party Committee members and leaders of provincial Party building committees attending Party cell meetings in all types of grassroots Party organizations are responsible for providing information and disseminating the Party's guidelines, policies and laws of the State to Party members; listening to the thoughts and aspirations of Party members in Party cells in all types of grassroots Party organizations; grasping the situation of grassroots activities; to participate in and contribute to Resolutions of Party Committees at all levels; At the same time, promote the role of cadres and party members at the grassroots level in participating in building a team of leaders and managers at all levels. At the same time, raise awareness and responsibility of Party committees, Party organizations and party members about the purpose, meaning and importance of maintaining and improving the quality of Party cell activities; promote studying and following Ho Chi Minh's ideology, morality and style and promptly detect, prevent and repel degradation in political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party. Strengthen inspection and supervision of the implementation of Party organization and activities principles, implement the principles of democratic centralism, self-criticism and criticism, maintain discipline within the Party, ensure leadership, education and combativeness in Party cell activities; have timely and effective solutions to immediately overcome shortcomings and limitations and gradually innovate content and form to contribute to further improving the quality of Party cell activities in all types of grassroots Party organizations.

The regulation clearly states that the participation in meetings with Party cells in various types of grassroots Party organizations by Party committee members and leaders of provincial-level Party building committees does not replace the Party activity tasks of Party members (still performing regular activities at the Party cell where they work and at the Party cell where they reside) according to the Party Charter. The tasks and responsibilities of Party committee members and leaders of provincial-level Party building committees participating in meetings with Party cells in various types of grassroots Party organizations are to monitor and grasp the situation at the grassroots level, listen to the thoughts and aspirations of cadres and Party members; orient related contents in the fields under their charge to consider the implementation and organization of those contents at the grassroots level; thereby, promptly removing difficulties and obstacles in the implementation at the grassroots level. At the same time, actively participate in giving opinions and proposing solutions to effectively implement the tasks of Party cells in various types of grassroots Party organizations. Participate with Party cells and Party committees in all types of grassroots Party organizations on issues of concern to the people, cadres and Party members in localities, agencies and units; collect recommendations and proposals within the authority of Party committees and higher-level authorities; report back to Party committees at the same level for consideration, response and resolution. Report and advise and propose to Party committees and authorities at the same or higher levels on issues of concern to the people in localities, agencies and units, especially those that require strengthening of the leadership and direction of the province. Provide directional information and new guidelines and policies of the Party, State and province to Party cell cadres and Party members in all types of grassroots Party organizations, especially prominent current events at home and abroad, of localities, sectors, the Fatherland Front, socio-political organizations and mass organizations; leadership and direction documents of Party committees, authorities, Fatherland Fronts, socio-political organizations at all levels and contents related to the tasks of localities, sectors, Fatherland Fronts, unions, and fields of work for which they are in charge.

The regulation requires the Standing Committees of districts, towns, city Party Committees and Party Committees directly under the province to coordinate and create favorable conditions for Party Committee members and leaders of provincial Party building committees to attend Party cell meetings. Assign the Standing Committee (or Standing Committee member in charge of the area), responsible organizations and individuals to attend Party cell meetings with Party Committee members and leaders of provincial Party building committees. At the same time, direct the staff agencies to synthesize the meeting plans of Party Committee members and leaders of provincial Party building committees who have registered; coordinate and discuss with the agencies and units where Party Committee members and leaders of provincial Party building committees have registered to attend meetings, to avoid the case where in a term or in a year, a Party cell has many Party Committee members and leaders registering to attend but there are Party cells with no Party Committee members and leaders attending the meeting. Monitor, grasp the situation and evaluate the results of implementing the policies of higher levels and report the results to the Standing Committee of the Provincial Party Committee (through the Provincial Party Committee's Organization Board). For the grassroots Party Committee, the grassroots Party cell is responsible for implementing when the district-level Party Committee announces the plan to attend the Party cell meeting of the Party Committee member, the leaders of the provincial Party building committees to attend the meeting, the grassroots Party Committee (or the grassroots Party cell) is responsible for providing information on the Party cell's activities, time, location, expected agenda, and meeting content to the district-level Party Committee before holding the Party cell meeting. The Secretary or Deputy Secretary of the grassroots Party Committee must also attend the meeting at the Party cell when the superior Party Committee member, the leaders of the provincial Party building committees attend the meeting...

This regulation applies to the comrades Secretaries of the Provincial Party Committee, Deputy Secretaries of the Provincial Party Committee, members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee; comrades leading the Provincial Party Committee Office, the Provincial Party Committee's Organization Committee, the Provincial Party Committee's Propaganda Committee, the Provincial Party Committee's Internal Affairs Committee, the Provincial Party Committee's Mass Mobilization Committee, the Provincial Party Committee's Inspection Committee; comrades Secretaries, Deputy Secretaries, members of the Standing Committee, Party Committee members of districts, towns, cities and Party Committees directly under the Provincial Party Committee.
