Hanoi: Suspend circulation and recall 2 types of low-quality cosmetics
Hanoi Department of Health issued two documents announcing the suspension of circulation, recall and destruction of cosmetics that do not meet quality standards.
In Document 4612/SYT-NVD, Hanoi Department of Health announced the suspension of circulation and recall of the product batch Careleeser Sunscreen Whitening Cream, box of 1 bottle of 8g; batch number: 23032401; Manufacturing date: March 23, 2024; Expiry date: March 23, 2027; Announcement number: 001366/22/CBMP-HCM;

Organization responsible for bringing the product to market and manufacturing: Nguyen Quach Production and Trading Company Limited (address: 25 4C Street, Quarter 4, An Lac A Ward, Binh Tan District, Ho Chi Minh City).
The product is manufactured at Nguyen Quach Production and Trading Company Limited Branch (address: 111/10 Le Dinh Can, Ward 6, Tan Tao Ward, Binh Tan District, Ho Chi Minh City).
The reason is that the tested sample did not meet quality standards because it contained the preservatives Methyl paraen and Propyl paraben which were not included in the product formula that had been granted a Cosmetic Product Declaration Receipt Number.
In Document 4613/SYT-NVD, Hanoi Department of Health announced the suspension of circulation and nationwide recall of the product Thuan Moc Skin Cream - box of 1 tube of 16g.
This product's label shows batch number: 07/2024/NHB; Manufacturing date: June 25, 2024; Expiry date: December 24, 2026; SCB: 94/23/CBMP-HB; organization responsible for bringing the product to market: Hoa Binh Pharma Joint Stock Company (address: Dong Se hamlet, Nhuan Trach commune, Luong Son district, Hoa Binh province); Tan Van Xuan Pharmaceutical and Cosmetic Joint Stock Company (address: Dong Se hamlet, Nhuan Trach commune, Luong Son district, Hoa Binh province) manufactures.
The product was suspended from circulation and recalled because the test sample did not meet the quality standards for the limit of microorganisms in cosmetics according to regulations.
Hanoi Department of Health requests cosmetic businesses and users in the area to urgently review and immediately stop trading and using the above products.
For the health departments of districts, towns, and cities, the Department of Health requests to notify businesses and cosmetic users in the area to recall all of the above products; inspect and supervise the recall implementation of the establishments (if any);
The Department of Health will actively coordinate with media agencies to inform businesses, cosmetic users and people to know not to trade or use the above-mentioned substandard cosmetics.
Previously, regarding the management of cosmetic products, the Ministry of Health issued Directive Document No. 3873/BYT-VPB on this issue, stating that through information from the press, recently, a number of cases related to the detection and handling by authorities of a number of establishments producing and trading in counterfeit cosmetic products and cosmetics of unknown origin that were bought and sold on social networking sites, causing confusion among consumers.
To overcome the above situation, the Ministry of Health has assigned tasks to the Department of Drug Administration, the Ministry of Health Inspectorate and the Department of Health of provinces and cities.
The Ministry of Health requests the Department of Health of provinces and cities to strictly implement administrative procedures on granting acceptance numbers for domestically produced cosmetic product declaration forms; granting certificates of eligibility for cosmetic production; and re-issuing certificates of eligibility for cosmetic production to ensure timeliness and avoid causing inconvenience to businesses.
Strengthen inspection, examination and post-inspection of the implementation of regulations by enterprises in the process of production and distribution of cosmetic products, focusing on the issue of origin and advertising information.
Actively coordinate with local market management agencies to inspect and promptly detect cases of production and trading of fake cosmetic products, counterfeit brands or false advertising, exceeding the scope of published uses, and strictly handle violations.
Talking about the risks of users when using poor quality cosmetics, Dr. Vu Thai Ha, Head of the Department of Stem Cell Research and Application, Central Dermatology Hospital, said that using poor quality cosmetics not only causes acne, but patients with severe complications may face symptoms of edema, deep scars, damaged facial skin, and even death due to lead poisoning.
To treat patients who have used fake cosmetics or cosmetics of unknown origin, especially those containing corticosteroids, doctors must base on each level of damage and disease to have a separate treatment regimen. Treatment time is long, causing financial costs.
To beautify safely, Dr. Le Huu Doanh, Director of the Central Dermatology Hospital, recommends that everyone should pay attention to beautifying properly. They must buy products with clear origins, sold at reputable establishments, with clear labels, standards, registration numbers, and expiration dates.
Before deciding to beautify the skin or treat acne, dark spots with any product, you should consult a dermatologist. In addition, each person needs to equip themselves with basic knowledge about the side effects that can occur when using cosmetics to proactively prevent, avoid and handle them promptly.
In addition, before using cosmetics, you should test for irritation or allergic reactions by applying a small amount on the skin of the inside of your wrist, waiting for a while to see if there are any symptoms, then decide to continue using it.
According to experts, after using cosmetics, if you see signs of heat, redness, itching, or acne, you must stop using them immediately and wash the skin area that came into contact with the cosmetics to limit the impact.
“When there are signs of an allergic reaction, absolutely do not use other cosmetics, do not touch or squeeze the skin, and limit exposure to sunlight. In case of worsening symptoms, you should see a dermatologist for optimal treatment,” the leader of the Central Dermatology Hospital recommended.
