Investigation to clarify the case of a disabled child who died unexpectedly at a childcare facility

On September 5, the Department of Labor, War Invalids and Social Affairs of Gia Lai province informed about suspected child abuse at Tran Nhat Duat childcare facility, Ia Kring ward, Pleiku city.

According to preliminary information, a suspected child abuse case occurred in Pleiku city. Specifically, at 2:30 p.m. on September 1, Ia Kring Ward Police received information that HDTK (born in 2019) showed signs of abuse at a childcare facility at 57 Tran Nhat Duat, Residential Group 7, Ia Kring Ward, Pleiku City, Gia Lai. The victim was taken to the Gia Lai Provincial Children's Hospital for emergency treatment. By 3 p.m. the same day, the child had died.

The Department of Labor, War Invalids and Social Affairs of Gia Lai province requested the People's Committee of Pleiku city to urgently direct specialized departments and offices, and the People's Committee of Ia Kring ward to investigate, verify and clarify the incident, and strictly handle any violations according to the provisions of law.

The functional units shall inspect and review the above mentioned childcare centers regarding: number of children, age, subjects, family circumstances, address, and review of operating license applications.

In case the above childcare center does not meet the conditions for establishment according to the provisions of law, the City People's Committee shall consider handling it according to regulations (including dissolution plan).

On the afternoon of September 5, the People's Committee of Pleiku City issued a document directing the City Police to clarify the cause of HDTK's death at an unlicensed childcare facility for disabled children; at the same time, directing the People's Committee of Ia Kring Ward to terminate the operation of the childcare facility for disabled children of Ms. Pham Thi Hong at 57 Tran Nhat Duat Street, Ia Kring Ward.

Accordingly, the People's Committee of Pleiku City requested the People's Committee of Ia Kring Ward to classify and make a list of fathers, mothers/relatives of disabled people sent here to take home.

Cases where the father, mother/relatives have not been identified will be taken to the Gia Lai Provincial Social Protection Center or the provincial SOS Village for continued care and nurturing according to regulations.

According to the report of the People's Committee of Ia Kring Ward, at about 2:30 p.m. on September 1, Ms. Duong Thi Tung, resident of Yen The Ward, Pleiku City, mother of HDTK, went to the Ia Kring Ward Police to report that her child was abused at the disabled child care facility at 57 Tran Nhat Duat Street, Ia Kring Ward.

Pleiku City Police determined that HDTK was brought to Gia Lai Provincial Children's Hospital at 1 p.m. the same day in a deep coma, pale skin, cardiac arrest, respiratory arrest; distended abdomen, scratches on the forehead, small hemorrhages around the eyelids, and bruising on the chin. At about 3 p.m. the same day, K died.

Through initial inspection, Ms. Pham Thi Hong's facility at 57 Tran Nhat Duat, Ia Kring ward does not have a license to establish a non-public social protection facility as prescribed.

It is known that baby K is mentally disabled, cannot speak and has been sent by his family to a private foster care facility managed by Ms. Pham Thi Hong (residing in Ia Kring ward, Pleiku city, Gia Lai).

Authorities are continuing to investigate and clarify the incident.
