The draft outlines three methods of admission to grade 10: entrance exam, selection, or a combination of entrance exam and selection. The selection of the admission method is under the authority of the locality. Accordingly, the Department of Education and Training will advise the People's Committee of the province/city directly under the Central Government to approve and select the method.
Regarding the organization of entrance exams, to create unity and ensure the viewpoint of a light and inexpensive exam, the draft stipulates: the 10th grade entrance exam will include 3 subjects, including math, literature and a third subject or a combined exam selected by the Department of Education and Training, the higher education institution with the high school and announced before March 31 every year.
The third subject is selected from among the subjects assessed by scores in the general education program at the secondary level. The selection of the third subject has changed over the years to achieve the goal of comprehensive education in the basic education stage.
The exam is a combination of subjects selected from subjects assessed by scores in the secondary school general education program.
Regarding exam time, the draft Regulations stipulate that literature is 120 minutes; math is 90 minutes or 120 minutes; the third exam is 60 minutes or 90 minutes; and the combined exam is 90 minutes or 120 minutes.
The content of the 10th grade entrance exam is part of the secondary school general education program, mainly the 9th grade program.
The Draft Regulations also stipulate a framework of requirements for exam preparation, exam supervision, exam grading, exam review, and announcement of results, benchmark scores, direct admission, priority policies, etc. to ensure quality and safety in organizing exams in localities.
The Ministry of Education and Training said that before announcing the draft to collect public opinions, the Ministry had sent it to 63 Departments of Education and Training and high schools nationwide for comments on some contents of the Regulation; of which 60 Departments agreed with the 3-subject exam plan. With 8,898 secondary education institutions in 63 provinces/cities sending comments, 92.9% of the comments agreed with the draft contents.
Along with that, the draft regulation on secondary school admission will apply the selection method. In case the number of students registering for grade 6 is more than the enrollment target, the admission will be conducted by combining selection with testing and evaluating students' abilities.
It is expected that the Circular on Junior High School and High School Admission Regulations will be completed and issued before December 31, 2024.
