Congress of Delegates of the Provincial Bar Association Office

Attending the congress were Lawyer Nguyen Trong Tri, Member of the Central Executive Committee of the Vietnam Lawyers Association, Chairman of the Binh Phuoc Provincial Lawyers Association; and lawyers from the Binh Phuoc Provincial Lawyers Association.

At the congress, Lawyer Do Minh Chanh, Chairman of the Lawyers' Association of Binh Phuoc Province, reported on the activities of the Lawyers' Association of Binh Phuoc Province, term IV, 2016-2024, and the directions, goals, and tasks of term V, 2024-2029.

Accordingly, in the 2016-2024 term, all aspects of the work of the Lawyers' Association of the Binh Phuoc Provincial Lawyers' Association Office have been increasingly developed and improved in quality and efficiency; always focusing on participating in the development of legal policies, legal consultancy, propaganda, dissemination of legal education and legal aid; participating in the work of handling complaints, grassroots mediation and judicial reform, and law enforcement supervision activities of state management agencies.

Event - Binh Phuoc: Congress of Delegates of the Provincial Bar Association's Office (Photo 2). — Lawyer Do Minh Chanh, Chairman of the Lawyers' Association of Binh Phuoc Province, reported on the activities of the Lawyers' Association of Binh Phuoc Province, term IV, 2016-2024, and the directions, goals, and tasks of term V, 2024-2029.

During the term, the Association admitted 29 new members, bringing the number of members to 41.

Members of the Lawyers Association of Binh Phuoc Province have contributed opinions on about 188 new draft laws and draft laws amending and supplementing such as: Land Law, Penal Code, Law on State Compensation Liability, Law on Environmental Protection, Law on People's Public Security, Law on National Defense, Law on Organization of Government and Organization of Local Government, Labor Code, Investment Law, Enterprise Law, Law on Vietnam Border Guard, Law on Drug Prevention and Control, Inspection Law, Mobile Police Law, Criminal Procedure Code, Price Law, Law on Emulation and Commendation and regulations, provisions, and instructions on emulation and commendation work of the province and the Central Government, Law on Medical Examination and Treatment, Law on Implementation of Grassroots Democracy, Law on Intellectual Property, etc.;

In the period of 2016-2023, the Association participated in organizing 152 mobile legal dissemination and education (LED) sessions in 152 communes, wards and towns with more than 11,740 participants, distributing more than 11,740 sets of documents. The conferences were supported by the government and people and highly appreciated for their quality and effectiveness.

Members are lawyers and legal consultants working at legal consulting offices and centers. Over the past years, they have consulted on 187 cases in various legal fields: business, business - trade, land, criminal, civil, marriage and family, inheritance, labor, household registration, insurance, etc.

Pursuant to Official Dispatch No. 242-CVTU dated March 9, 2021 of the Standing Committee of Binh Phuoc Provincial Party Committee on innovation in citizen reception and complaint and denunciation settlement; Decision No. 870/QD-UBND dated April 29, 2020 of the Chairman of Binh Phuoc Provincial People's Committee on the establishment of a Legal Advisory Group for citizens at the headquarters of the Provincial Citizen Reception Group, members of the Legal Advisory Group coordinate with the Provincial Citizen Reception Committee to advise and propose solutions to complaints, denunciations, recommendations and responses in accordance with the provisions of law, report to the leaders: Provincial Party Committee, Provincial People's Committee, Provincial National Assembly Delegation and Provincial People's Council to arrange to receive citizens at regular citizen reception sessions.

Thereby, contributing to the implementation of social security policies to reassure people and limit the situation of citizens being dragged into prolonged complaints. At the same time, propaganda and mobilization of households, when there are legal problems.

Event - Binh Phuoc: Congress of Delegates of the Lawyers Association Branch of the Provincial Lawyers Association Office (Photo 3). — *Lawyer Nguyen Ngoc Ut reported the review of the Executive Committee of the Lawyers Association of Binh Phuoc Provincial Lawyers Association, Term IV, 2016-2024.*

In particular, complaints are mainly related to land, compensation, site clearance and proactively advising the leaders of Binh Phuoc Provincial People's Committee on solutions for long-standing complaints in the province.

In the 5th term, the Binh Phuoc Provincial Bar Association's Branch proposed the following key directions of operation: Continue to thoroughly implement Directive No. 14-CT/TW, dated January 7, 2022 of the Politburo on continuing to strengthen the leadership of the Vietnam Bar Association in the new situation; strictly implement documents guiding the implementation of the tasks of the Branch of the Binh Phuoc Provincial Bar Association; effectively carry out the work of building legal policies, providing legal advice, providing legal aid, disseminating and educating the law, participating in resolving complaints and denunciations, grassroots mediation and supervising law enforcement; strive to recruit 20-40 new members...

The Congress elected the Executive Committee of the 5th term, 2024 - 2029, consisting of 7 comrades. The Congress of the Lawyers Association of the Office of the Lawyers Association of Binh Phuoc Province took place in the spirit of solidarity, unity, democracy, and promoting collective intelligence.

The Congress focused on evaluating the outstanding results of the Association in the 2016 - 2024 term; at the same time, determining political tasks, setting out directions, tasks and action programs in the 2024 - 2029 term.
