On August 29, a representative of the Vietnam Road Administration said that they had proposed that the Ministry of Transport consider amending Circular No. 12/2017 on training, testing, and granting of road motor vehicle driving licenses and providing comments on the draft Law on Road Traffic Order and Safety. The agency proposed two theoretical training options for drivers.
Option 1: Driving training facilities develop a non-concentrated or concentrated training program for learners of theoretical content for classes A1, A2, A3, A4 (motorcycle driving license), B1 (non-business driving license for cars).
For classes B2, C, D, E and F (driver's licenses for cars and trucks for commercial transportation), the training facility will develop a centralized training program.
The second option is for training facilities to develop a theoretical learning program that combines direct learning and online software learning for different types of driving licenses.
According to the representative of the Vietnam Road Administration, online learning is currently in line with the development of science and technology, creating convenience for people. However, the Road Traffic Law stipulates that theory from B2 level and above must be studied in a centralized form. Therefore, this regulation needs to be amended to suit reality.
In addition, the Vietnam Road Administration said it has revised the theoretical content due to overlap between subjects, reducing the study time. For the subject "Transportation profession", according to the training program with class B1 (granted to non-professional drivers), students do not have to study this subject. For the remaining car classes, students still have to study to equip themselves with basic knowledge of transportation profession, meeting the requirements of professional drivers, but the study time will be adjusted.
Regarding driving practice, the Vietnam Road Administration has developed a direction in which learners are considered for training certificates instead of being tested and granted training certificates. With driving practice in the yard, learners need to ensure the prescribed learning time (41 hours for class B2) and 50% of the kilometers. Currently, learners need enough time and 100% of the kilometers. With driving practice on the road, learners need to ensure enough kilometers, at least 50% of the time (current regulations require enough kilometers and 100% of the time).

In April, the Vietnam Automobile Transport Association proposed that the Ministry of Transport amend Circular 12/2017. According to Mr. Nguyen Van Quyen, Chairman of the Association, many driving training facilities proposed that students be allowed to choose to study theory directly or study by themselves. Because the majority of students of working age are working in offices, businesses and schools, their time is very limited. Meanwhile, online training and self-study are the trends of the age of science and technology.
The Vietnam Automobile Transport Association also pointed out some inappropriate training contents, such as the subject of Structure and General Repair. Drivers are to master the skills of controlling vehicles, there is no need to study in depth the structure of vehicles. This subject should be shortened to "Instructions for Use and General Repair".
The Association proposes to remove the subject of Transport Operations from the driver training program, because over 80% of those learning to drive do not work in the transport industry. The current rigid regulations will waste time and social resources. The subject of Traffic Ethics, Culture and Prevention of Harmful Effects of Alcohol and Beer when participating in traffic has overlapping content with the subject of Road Traffic Law.
The association also recommends a total of 38 hours of driving practice on the road and in the field to bridge the gap in driving training hours between countries in the region.
