Today, March 28, Long Bien District People's Committee held a conference to announce the 2024 Administrative Reform Index (PARI) of departments, offices, and units under the district; Ward People's Committees and the Satisfaction Index of public schools in 2024.

The average administrative reform index of all blocks increased.

Regarding the results of determining the PAR Index in 2024 of the district and of departments, offices, units, and People's Committees of wards in the district, Head of the Department of Internal Affairs of Long Bien District Nguyen Thi Thu Hang said that the Hanoi People's Committee announced that in 2024, Long Bien district achieved an PAR Index of 95.39%, an increase of 1.39% compared to the previous year and ranked 1/30 districts, towns and cities. Of which, the appraisal score reached 66.2%, an increase of 0.76% and the sociological survey score reached 29.19%, an increase of 0.63% compared to 2023. The district was awarded a Certificate of Merit by the City People's Committee for its PAR achievements in 2024.

Notably, last year, the district continued to determine the PAR Index of specialized departments and public service units (PSUs) under the district, considering 8 areas: direction and operation, implementation of legal documents, administrative procedures (APs) and implementation of the one-stop-shop mechanism, reform of the apparatus, reform of the civil service regime, public finance reform, administrative modernization, and the impact of PAR on socio-economic development.

At the same time, determine the PAR Index of the Ward People's Committees based on 8 areas: direction and administration, organization of implementation of legal documents, administrative procedures and implementation of the one-stop-shop mechanism, reform of the apparatus, improvement of staff quality, public finance reform, administrative modernization, impact of PAR on socio-economic development.

The results show that, in the block of departments, offices, and units (13 units), the Department of Internal Affairs achieved the highest PAR Index result, with a score of 98.98%, of which the appraisal score was 69.5% and the sociological survey score was 29.48%. In the block of public service providers, the District Project Management Board ranked first out of 4 units, with 98.6%, of which the appraisal score was 69.75% and the sociological survey score was 28.85%. Phuc Loi Ward ranked first in the block of 14 wards with a score of 97.91%, of which the appraisal score was 69.33% and the sociological survey score was 28.58%.

In a general assessment of the implementation of the PAR Index of Long Bien district in 2024, Ms. Nguyen Thi Thu Hang said that the average PAR Index of all blocks increased compared to the previous year. In particular, the block of departments, offices, and units achieved an average result of 94.58%, an increase of 4.29%; the block of wards achieved an average result of 93.46%, an increase of 7.33%, with the average appraisal scores and socialization survey scores both increasing significantly.

In particular, the past year recorded the progress of units in administrative reform. In the block of departments, offices and units, 15/17 units increased their scores compared to the previous year, reaching over 90%; 6/17 units increased their scores sharply from 80% to over 90% and for the first time, there was a unit that achieved absolute scores in self-assessment and appraisal criteria (District Inspectorate, District Urban Management Department).

In the ward block, 12/14 units achieved an index above 90%, 3/14 units improved their scores dramatically from the average group to the leading group (Phuc Loi, Ngoc Lam, Ngoc Thuy wards); 1/14 units improved from the low group to the average group (Duc Giang ward).

“The results of the implementation of the PAR Index of the district and its units and wards in 2024 have improved the ranking position, increased the score compared to the previous year and made even progress in all assessment and scoring contents. The index reaching over 90% shows the attention of the leaders of the units to the PAR work, narrowing the gap in scores between units, contributing to significantly improving the ranking position and overall results of the district in 2024” - Head of the District Internal Affairs Department assessed.

Listening to people, improving the quality of public education services

Also at the Conference, the results of the Satisfaction Index of people and organizations with the services of public schools in Long Bien district in 2024 were announced. Long Bien is the first unit of Hanoi City to conduct an assessment and announce the Satisfaction Index of the school sector.

This index is determined based on measuring and evaluating 7 basic factors of the public education service provision process: access to education services, teaching facilities and equipment, educational environment, educational activities, educational activity results, receiving and processing feedback, and school service. The survey was conducted within the scope of 93 public schools in the district, with the subjects including parents of students and grade 9 students in the 2023-2024 school year.

In particular, the evaluation survey method has been innovated, which is an online survey, to ensure objective evaluation results, not influenced by the investigator or the school.

The results of the Satisfaction Index for the 2023-2024 school year show that, in the preschool block with 39 units, Thach Cau school achieved the highest score (97.36%). In the 29 primary school units, Do Thi Viet Hung school achieved the highest score (97.61%). Ai Mo Secondary School achieved the highest score among 24 secondary school units (98.1%). 10/93 schools improved their Satisfaction Index compared to the previous school year.

“In the past school year, 6/7 contents received feedback from parents and students on improving service quality, with the hope that schools will continue to improve and enhance the quality of service provision. In particular, providing and facilitating parents to access information about schools and facilities, educational environment, and educational activities are the contents that received the most attention and need to continue to be improved in the following school years,” Ms. Nguyen Thi Thu Hang informed.

Also based on the results of the 2024 School Satisfaction Index survey, the District People's Committee requested that from this school year, units focus on fully and promptly updating information related to students' learning, disseminating information to the people; improving facilities for teaching and learning according to authority and decentralization; paying attention to hygiene issues, schools ensuring adequate and safe learning conditions for students. At the same time, proactively propose solutions to organize appropriate cultural, extracurricular, outdoor educational activities, etc., ensuring a learning environment to improve the quality of education of the school.

Constantly seeking effective reform initiatives to serve the people

Long Bien District Party Committee Standing Deputy Secretary Ngo Manh Diem emphasized that the PAR Index and Service Satisfaction Index have become effective management tools to help the government clearly identify the achievements, shortcomings and limitations in the implementation of annual PAR tasks of units and localities; affirming the government's determination to always take people and businesses as the center of service.

The results of the implementation of the indicators and the presentations of some units at the program showed that the reform determinations of the district and units in 2024 were evaluated objectively, multi-dimensionally and relatively comprehensively and in detail. At the same time, it demonstrated the efforts of the units to constantly research and implement effective reform models and initiatives, serving the people better and better and promoting socio-economic development.

Praising the efforts of the entire district in implementing the determination of indicators in 2024, he especially congratulated the units with many innovations and breakthroughs in reform to maintain and improve the indicators at high rankings in the rankings; the units and localities with breakthroughs, significantly improving the rankings compared to the previous year and affirmed that the achieved results are the basis and premise for contributing to the good implementation of the district's administrative reform tasks.

According to the Standing Deputy Secretary of the District Party Committee, Long Bien ranked 1st out of 30 districts, towns and cities of Hanoi in the 2024 PAR Index, marking the district's remarkable progress in implementing the PAR Index compared to the previous year, up 11 places on the rankings. This is the second time the district has taken the lead, after 10 years since Hanoi implemented the assessment and scoring of the PAR Index.

"With this result, the District People's Committee has completed the target of Program 01-CTr/QU on implementing "Administrative Reform Index in the top 3 units of the city" - which is the driving force to help us be more determined to continue promoting administrative reform work" - he affirmed.

Emphasizing that 2025 is of special importance when the entire political system implements the innovation, reorganization of the apparatus, and restructuring of the staff to meet the requirements of the new revolutionary stage, the Standing Deputy Secretary of the District Party Committee expressed his belief that, regardless of the position, with the receptiveness, efforts, and creativity of the leader and the entire political system, the administrative reform work of Long Bien district will achieve even greater results, contributing to consolidating the satisfaction of the people, organizations, and promoting local socio-economic development.
