Chairman of the Provincial People's Committee Hoang Xuan Anh inspected the progress of site clearance for the Dong Dang - Tra Linh Expressway Project.

On the afternoon of March 28, Chairman of the Provincial People's Committee Hoang Xuan Anh inspected the construction progress and implementation of compensation and site clearance (GPMB) for the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway investment project.

Also attending were comrade Hoang Van Thach, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee; leaders of a number of departments, branches, leaders of 2 districts: Thach An, Quang Hoa, Dong Dang - Tra Linh Expressway Joint Stock Company.

According to the report of the Provincial Traffic Construction Investment Project Management Board, the total land area to be recovered according to the technical design documents of the project approved by the project enterprise (the investor) is about 813.48 hectares, of which Cao Bang province has 248.87/260.76 hectares, reaching 95.04%, Lang Son province has 354.5/361.13 hectares, reaching 98.16%. By March 27, 2025, Cao Bang province had handed over the site according to the technical design documents of 323.66 hectares, reaching 88.07%.

Regarding site clearance work according to the approved technical design boundary, Thach An district has completed the work of organizing the inventory, making plans and estimates for compensation; has completed the appraisal of Dong Khe town, and is carrying out the appraisal of the remaining communes; strives to pay compensation to people in March 2025; the district has relocated 58/105 houses. Quang Hoa district has completed the work of organizing the inventory, appraisal and making plans and estimates for compensation; is carrying out the approval work, striving to pay compensation to people in March 2025, the district has relocated 48/86 houses.

For the resettlement area for people, Thach An district estimates that the number of households to be resettled is 105 households, of which 63 households registered for centralized resettlement, 42 households for dispersed resettlement; The resettlement area in Dong Khe town has been completed, and a lottery has been organized to select 45 households for the land. Quang Hoa district has implemented the construction of Resettlement Area D, Hoa Thuan town, reaching over 90% of the volume, the completed site can be handed over for resettlement; organized to bring households to Resettlement Area D to introduce the site, scale, and technical infrastructure.

Regarding the relocation of technical infrastructure (power lines), for the 0.4kV line, the locations that affect the construction have been temporarily relocated to ensure the construction progress on the entire line. The 35kV line is currently digging the foundation and installing the poles, basically ensuring the completion schedule in March 2025 for the relocation part according to the FS profile; the locations where the poles have not been handed over and the additional positions according to the technical design boundary are being coordinated by the parties to implement; the parties will coordinate to relocate immediately after the site is available and will not affect the construction progress of the expressway. The 110kV line has handed over the site at 20/23 locations (3 pole locations on the extended technical design boundary need to adjust the route plan); the foundation digging and pole installation are currently being carried out, and the power cut and grid transfer are expected to take place on April 10.

At the inspection session, delegates discussed and proposed solutions to the difficulties and obstacles in site clearance. Accordingly, the site clearance process was over the transition period between the old and new Land Laws, thus affecting the implementation progress slower than planned. Many assets and architectural objects of the people are not included in the list of assets and architectural objects in Decision No. 42/2024/QD-UBND dated October 14, 2024 and Decision No. 10/2024/QD-UBND dated April 19, 2024 of the Provincial People's Committee promulgating the price list of houses and construction works attached to land to calculate compensation for damages when the State reclaims land in the province, causing difficulties for the Compensation and Resettlement Support Council in appraising the compensation plan and estimate for site clearance. Some households have agreed in principle to hand over the site (houses) to implement the project. However, the construction of resettlement areas has not been completed, so it somewhat affects the progress of site clearance, and it is necessary to calculate and arrange temporary accommodation for people.

Chairman of the Provincial People's Committee Hoang Xuan Anh delivered a concluding speech at the inspection.

Concluding the meeting, Chairman of the Provincial People's Committee Hoang Xuan Anh suggested: Departments, branches, and sectors, especially the two districts of Thach An and Quang Hoa, need to flexibly, creatively, and synchronously apply many solutions to hand over the site to the project enterprise on March 31. The Provincial Traffic Construction Investment Project Management Board and the construction unit coordinate with the districts to measure and count, and speed up the relocation of technical infrastructure for power lines to be completed before April 30.

Next, Chairman of the Provincial People's Committee Hoang Xuan Anh and the working delegation inspected the actual construction progress of Km55 + 360, Na Pa hamlet, inspected the construction progress of Km55 + 068 Tuc Nga hamlet, inspected the construction progress of the National Highway 4A overpass at Km54 + 030, Tuc Nga hamlet, Duc Xuan commune; inspected the construction progress of the overpass at Km63 + 050 in Na Ngai hamlet, Le Lai commune (Thach An). At the inspection locations, Chairman of the Provincial People's Committee Hoang Xuan Anh requested the construction units to focus on "3 shifts, 4 teams", review capacity, and concentrate machinery and equipment to speed up the progress of the construction teams.
