The 3rd meeting of the Vietnam - Peru Intergovernmental Committee on Economic and Technical Cooperation

On March 27, 2025, the 3rd Session of the Vietnam - Peru Intergovernmental Committee (UBLCP) on Economic and Technical Cooperation was held in a combined in-person and online format in Hanoi and Lima.

The meeting was co-chaired by Deputy Minister of Industry and Trade Phan Thi Thang and Deputy Minister of Foreign Affairs of Peru Félix Denegri Boza. Participants on the Vietnamese side included Ambassador Extraordinary and Plenipotentiary of Vietnam to Brazil and concurrently to Peru Bui Van Nghi and representatives of the Ministries of Industry and Trade, Foreign Affairs, Finance, Agriculture and Environment, Science and Technology, and Culture, Sports and Tourism. On the Peruvian side, there were Ambassador, Director General of the Economic Department Jorge Félix Rubio Correa, Ambassador of Peru to Vietnam Patricia Ráez Portocarrero and representatives of units under the Peruvian Ministry of Foreign Affairs.

At the Meeting, the two sides reviewed the progress of implementing the agreed contents since the 2nd Meeting held online in July 2022, and discussed in depth specific measures to strengthen bilateral cooperation in the coming time, especially in the fields of economy , trade and investment.

The two sides acknowledged and appreciated the positive developments in bilateral trade relations, despite the uncertainties of the global economic and political situation. In 2024, two-way trade turnover reached 517.57 million USD, an increase of 6.5% compared to 2023. Peru continues to be Vietnam's 6th largest trading partner in Latin America.

Regarding investment cooperation, the two sides shared information on a number of potential projects, and emphasized the role of the Bitel telecommunications project - a brand of the Military Industry - Telecommunications Group (Viettel) - which is operating effectively in Peru. The Vietnamese side expressed its hope that the Peruvian Government will continue to create favorable conditions for Vietnamese investors who are and will implement projects in Peru.

In addition to the economic field, the two sides also discussed cooperation opportunities in agriculture, tourism and multilateral frameworks. Regarding agriculture, the two countries agreed to enhance the exchange of information, policies and legal regulations to promote trade in fresh agricultural products and accelerate the process of market opening.

In the field of tourism, the Peruvian side expressed special interest in Vietnam's sustainable tourism development model, specifically the "Hoi An Waste Reduction - Green Destination 2021-2023" project, considering it a typical example that can be learned to develop community-based and sustainable tourism in Peru.

Speaking at the meeting, Deputy Minister Phan Thi Thang emphasized that in the context of the uncertain global economy, strengthening bilateral relations and coordination within multilateral frameworks is extremely important to promote global economic recovery. Vietnam considers Peru an important partner in Latin America and is ready to cooperate closely to strengthen supply chains and restore trade.

The Deputy Minister also suggested that both sides increase support for the business community through activities such as providing market information, organizing trade and investment promotion, and connecting trade both directly and online to promote effective economic cooperation.

Sharing the same view with Deputy Minister Phan Thi Thang, Peruvian Deputy Foreign Minister Félix Denegri Boza affirmed that the Vietnam-Peru cooperation relationship is being continuously strengthened through the two countries’ participation in regional and global integration mechanisms such as APEC, ASEAN, FEALAC and CPTPP. These mechanisms play a key role in expanding trade in goods, services and investment between the two countries.

At the meeting, the two sides agreed to prioritize implementing measures to promote trade exchange by taking advantage of the incentives of the CPTPP Agreement, diversifying the structure of import and export goods, promoting the export of each country's strengths, especially agricultural products of each side.

The 3rd meeting of the Vietnam - Peru Joint Committee for Economic Cooperation held at this time demonstrates the efforts and determination of the two sides in further promoting bilateral cooperation, especially in the fields of economics, trade and investment, affirming that the two countries are important partners of each other in the region and in the world.
