Proposal to soon find new investors for Ma Lang area

Ho Chi Minh City District 1 proposed to quickly find a new investor with enough capacity to carry out the project in Nguyen Cu Trinh quadrangle (Ma Lang area) to avoid prolonging and affecting people's lives.

"The district hopes that the city will find a capable investor to renovate the urban face of this area, and stabilize people's lives soon because the planning has lasted for more than 20 years," said Ms. Hoang Thi To Nga, Deputy Secretary of District 1, when referring to the invitation to investors for the Nguyen Cu Trinh quadrangle project, on March 2.

Ma Lang area, also known as Nguyen Cu Trinh quadrangle, is bounded by 4 roads Nguyen Trai - Cong Quynh - Tran Dinh Xu - Nguyen Cu Trinh. Before 1975, this place was a cemetery, then the city relocated it, since then many people have come to live and it has become a residential area in the city center. In the area, there are more than 530 houses under 20 m2, mostly super small and degraded.

Since 2000, Ho Chi Minh City has planned to clear the 6.8-hectare Ma Lang area for urban beautification and assigned Saigon Real Estate Corporation to implement it, but it failed. In 2007, the project was transferred to Bitexco Group to implement a complex of hotels, office buildings, and commercial centers. The total number of houses to be cleared is 1,424. However, the project continues to be suspended. Last year, the city government issued a document rejecting the investor because "there is no basis to consider the proposal to continue implementation".

When the project was canceled, District 1 issued a decision to revoke 1,424 land reclamation notices. People were restored to their rights to buy, sell, donate, inherit, and mortgage property, but were still restricted when building new ones. The reason is that although the project was canceled, the Ma Lang area is still included in the city's urban development and renovation plan.

According to Ms. Nga, the Nguyen Cu Trinh quadrangle is planned as a complex with many functions such as offices, housing, etc. People whose land falls in the planned housing area want to be granted a permit to build houses and continue to stay. Other cases hope that the city will soon find an investor to implement the project. People are willing to leave but hope to be compensated properly and have a final solution to stabilize their lives.

Regarding the proposal from District 1, Ms. Le Thi Huynh Mai, Director of the Department of Planning and Investment of Ho Chi Minh City, said that the Nguyen Cu Trinh quadrangle is a complicated project with many problems and has gone through many stages. This project has been revoked and the city is implementing the steps to carry out new bidding procedures.

According to Ms. Mai, the Government has issued Decree 23 regarding bidding for projects using land managed by the State. On this basis, the Department will coordinate with relevant departments, agencies and units to research and soon find suitable investors to implement the project.
