New salary calculation will be fair

Pursuant to Resolution 27-NQ/TW in 2018, teachers are the subjects of salary reform expected from July 1, 2024.

According to Resolution 27, the payroll will design a new structure including: Basic salary (70% of total salary fund) + allowances (30% of salary fund). In addition, the payroll will add bonuses, accounting for about 10% of the annual salary fund, excluding allowances.

According to the Resolution, the new salary structure after the reform for teachers will consist of three parts: basic salary, allowances and bonuses. Therefore, compared to the current salary, teachers in the public sector will be supplemented with bonuses.

Teachers' salaries will be calculated according to civil servants: Salary = Basic salary + allowance + bonus (if any).

The salary payment for teachers who are civil servants will not be implemented according to (coefficient x basic salary level) as it is now, but will be replaced by salary tables according to job positions, including a salary table for positions and a salary table for expertise and profession.

Like other cadres, civil servants and public employees, teachers are civil servants whose allowances will be rearranged when salary reform is implemented. However, even with the rearrangement, teachers' allowances must still account for 30% of the total salary fund.

Talking about the significance of salary policy reform, Ms. Nga said that salary reform has great significance at the present time.

According to the female delegate, salary reform is not simply about increasing salaries for workers receiving salaries from the State budget but about changing the way salaries are calculated for workers.

“The new salary calculation method based on job position, responsibilities, and assigned tasks will overcome the outdated, limited, and unreasonable points of the current salary calculation method (salary calculation based on coefficient, salary increases gradually according to the number of years of work, etc.),” said Ms. Nga.

Therefore, Ms. Nga believes that with the new salary calculation method, there will be more fairness and reasonableness when the same job position will receive the same salary; separate the wages of the service department (driver, electricity and water staff, janitors, janitors...) from the salary scale of the civil servant and public employee system.

All expenses such as allowances, meeting regimes, business trip allowances... are included in salaries, very clearly and distinctly. "Basically, the salaries of civil servants and public employees have all been increased," said Ms. Nga.

Ms. Nga said that this will avoid "leveling" when receiving salaries from the budget. Timely motivate workers and encourage a spirit of dynamism, creativity, daring to think, daring to do.

Another significance of salary reform that Ms. Nga pointed out is that we had a salary reform plan a few years ago. However, due to the complicated developments of the Covid-19 pandemic, the Government focused all resources on epidemic prevention, economic recovery and development.

Up to now, when the epidemic has been controlled, measures to restore and develop the socio-economy have been effective, one of the difficulties faced is the shortage of human resources in some sectors (education, health). The female delegate pointed out that one of the basic reasons is that the salary is too low, inversely proportional to the work pressure, making it difficult to attract human resources and retain capable people.

"Looking broadly at the current public sector, the salary of workers is still very modest compared to the average living standard. With the strong fluctuations of the world economic situation following the trend of global crisis, the current salary of civil servants is a bottleneck in attracting talented people to work for the public sector," said Ms. Nga.

At the same time, it affirmed that salary reform is a meaningful and humane task, not only ensuring the lives of workers, creating more fairness in salary payments, but also having a key significance in efforts to improve labor productivity in the public sector.

Attracting high quality human resources

Regarding the story of teachers' salary increase, at the National Assembly forum, National Assembly deputies also gave their opinions, and proposed that teachers' salaries should be regulated at the highest level in the administrative career salary scale system.

Regarding this issue, according to Ms. Nga, "only with food can one practice morality" is a very profound proverb of our ancestors. We will find it difficult to demand innovation and improvement in the quality of education and training if we do not innovate and increase teachers' salaries.

"The current worrying reality is that teachers' salaries are low and not commensurate with their professional responsibilities and efforts," said Ms. Nga, adding that this is also the fundamental cause leading to many consequences such as: Teachers quitting their jobs, changing jobs due to the pressure of making a living, and salaries not meeting expectations.

Raising teachers' salaries makes a lot of sense.

Rampant abuse of extra-curricular tutoring organizations, forcing students who have no need or desire to attend extra classes. Professional negligence due to having to spend a lot of time taking care of "side jobs" to earn extra income...

Another consequence is that it is difficult to recruit students in teacher training schools, difficult to attract and retain talent, difficult to motivate teachers to wholeheartedly devote themselves to their work...

"The low income from teachers' salaries somewhat affects the role and position of teachers in society. All of these things negatively affect the quality of education and training," said Ms. Nga.

Therefore, a member of the National Assembly's Committee on Culture and Education said that increasing teachers' salaries is very important, not only improving teachers' income but also having a decisive meaning in attracting high-quality human resources to the education sector.

"This is a core and important factor in improving the quality of education and training. Especially in the context of a shortage of teachers and the education sector is promoting comprehensive fundamental innovation in education," said Ms. Nga.

According to Ms. Nga, not only the staff working in the education sector are looking forward to the salary reform of the education sector, but society also expects this to be one of the effective and humane solutions to develop education in the coming time.

Proposal for highest teacher salary in administrative career system

Previously, at the 6th session of the 15th National Assembly, discussing in the hall about the assessment of the results of the implementation of the socio-economic development plan in 2023; the expected socio-economic development plan in 2024... National Assembly Deputy Ha Anh Phuong (Phu Tho delegation) mentioned the current salary issue of teachers and school staff.

Delegates said that in reality, after 10 years of implementing the salary regime, teachers' income is still low, and some groups of teachers do not even have enough to cover their family's living expenses.

Due to low salaries, many people have had to quit their jobs or take on extra work. This has led to a lack of commitment and dedication to their profession. And currently, teachers’ allowances are very low, and some positions do not even receive any allowances.

Therefore, delegate Ha Anh Phuong suggested that in this salary reform, the National Assembly and the Government should set teachers' salaries at the highest level in the administrative career salary scale system and have additional allowances depending on the nature of the work by region, in accordance with the spirit of the Resolution of the Party Central Committee.

At the same time, it is recommended that there be solutions to increase salaries and allowances for school staff so that they can work with peace of mind, dedicate themselves to their profession, and meet the requirements of teaching and learning in the current period .
