Speed up construction progress of public investment projects

The project to renovate Cach Mang Thang Tam Street (from Quan Bridge to Dien Bien Phu Street) has a total investment of more than 39 billion VND. The project starts at Quan Bridge and ends at the intersection with Dien Bien Phu Street, with a length of 4.6 km; implementation period is from 2023 to 2026.

The Department of Construction said that the Provincial Transport Construction Investment Project Management Board is reviewing the bid to select a contractor to construct the project. The project is divided into 3 sections corresponding to 3 construction and installation packages including: Section from the beginning of the route (Quan bridge) to Km1+500 (package 5); section from Km1+500 to Km3+000 (package 6); section from Km3+00 to the end of the route (intersection with Dien Bien Phu street) (package 7).

The Department proposed that the Management Board of the Transport Construction Investment Project soon start the project, in order to ensure the progress of the Tay Ninh City wastewater collection and treatment system project, which was extended by the Prime Minister to be completed in 2025, and be implemented at the same time as the rainwater collection and drainage system of the Cach Mang Thang Tam road project, which must be completed by the end of 2025.

Truong Hoa - Cha La road project (section from Nguyen Van Linh street to DT.784), project implementation period 2022-2025, total investment of more than 218 billion VND, route length of about 4,963m.

Determining this as an important project for the province, immediately after the groundbreaking ceremony, the contractor mobilized maximum resources to organize simultaneous construction on the entire project. Currently, the volume has reached 80% according to the contract, expected to be completed in June 2025.

The Department of Construction said that the project affected about 574 households and 5 organizations, of which Hoa Thanh town had about 396 households and 2 organizations; Duong Minh Chau district had about 178 households and 3 organizations.

In Hoa Thanh town, the People's Committee of Hoa Thanh town has approved the compensation, support and resettlement plan in Decision No. 551/QD-UBND dated December 25, 2025, including 334 households. The Hoa Thanh Town Land Fund Development Center has only paid 224/334 households (about 67%), most of the remaining households are complaining about the compensation price. The remaining 63 households are verifying the origin of land use for which the plan has not been approved.

In Duong Minh Chau district, the People's Committee of Duong Minh Chau district approved the compensation, support and resettlement plan in Decision No. 677/QD-UBND dated December 30, 2024, including 186 households and 1 organization; paid to 184/187 households, the remaining 3 households have not received money.

In addition, the Department of Construction is speeding up the construction progress of other projects such as: Project to upgrade and expand Boi Loi road (section from Lam Vo intersection to Dai Dong intersection), expected to start construction in July 2025; Project to upgrade the road connecting to Tan Nam International Border Gate (section from Tan Nam International Border Gate Border Guard Station to the intersection of DT.788 and DT.783), the project is currently under construction, reaching 80% of the contract volume, expected to be completed and put into use in May 2025...

The Truong Chinh Road project has a total investment of 1,170 billion VND, the project implementation period is from 2024-2027. The project starts at the intersection of DT.781, ends at the intersection of 30/4 Street, with a total length of 7.4km. Of which, the section through Tay Ninh city is 4.8km long and the section through Duong Minh Chau district is 2.6km long. The project is divided into 3 construction packages.

The 2.6km section from the beginning of the route to the Tay Ninh city border (package 16) was started on December 31, 2024. The construction unit is currently implementing it, expected to be completed in September 2026.

The section from Dien Bien Phu Street to 30/4 Street (package 18) started construction on March 10, 2025. Currently, the construction unit is implementing the construction of camps, handing over landmarks, checking the current road elevation, route stakes, and construction signs.

The section from Tay Ninh city border to Dien Bien Phu street (package 17) on March 13, 2025 has approved the results of the bid cancellation, and is announcing a new bid, because the participating contractors do not meet the requirements of the bidding documents. Construction is expected to start in May 2025.

Road 784C project (Bau Nang - Bau Cop) with a total investment of more than 221 billion VND, starting at the intersection with DT.781 (Bau Nang intersection), ending at the intersection with DT.784 (Bau Cop intersection), with a length of 3.1km, located in Duong Minh Chau district.

This project is currently under construction, the volume has reached 5% of the contract, the implementation time is 640 days, expected to be completed on September 26, 2026. Duong Minh Chau District Land Fund Development Center drafted a compensation, support, and resettlement plan, and approved the compensation plan in May 2025.

Construction of road 784C (Bau Nang - Bau Cop).

To ensure the construction progress is on schedule, the Provincial People's Committee requests relevant sectors to speed up the progress of compensation and site clearance to implement key projects; promptly handle problems and difficulties of investors related to land valuation procedures and compensation plans.

Continue to adjust and supplement the medium-term public investment plan for the period 2021-2025 and 2025 from projects that are unlikely to fully disburse the allocated capital to new projects that have completed investment procedures according to regulations and projects that need additional capital to speed up project implementation progress; overcome the situation of subjectivity, lack of initiative, and concentrated disbursement in the last months of the year, ensuring the completion of the assigned public investment plan targets.
