Customs - Business Dialogue in the first quarter of 2025: Removing difficulties for export enterprises due to the impact of the new US tax policy

The conference was attended by 117 enterprises with import-export activities in the management area of ​​Trang Bang Industrial Park Customs and Moc Bai International Border Gate Customs.

The dialogue conference in the first quarter of 2025 aims to support businesses in coping with the impact of the US imposing reciprocal taxes on Vietnamese goods imported into the country and to limit business errors during customs procedures.

The Regional Customs Branch XVI disseminated to the business community about the new organizational structure after the merger; some contents that need to be discussed during the customs clearance process such as: issues to note when declaring customs; some common errors in processing, export production, and processing; some contents that change when implementing the new organizational structure model; the impacts of the new US tax policy on Vietnamese goods.

According to the conference report, in the first quarter of 2025, import-export activities in Tay Ninh continued to grow positively. Export turnover is estimated at more than 1.65 billion USD, up 11.5% over the same period; import turnover reached more than 1.6 billion USD, up nearly 19%.

However, exports are now facing major challenges as the US officially applies a reciprocal tax policy from April 9, 2025. In 2024, more than 44% of exports from Tay Ninh, Binh Duong, and Binh Phuoc will go to the US market; in the first 3 months of 2025, exports to the US market will be 42.6%.

Mr. Do Thanh Phong, Head of Customs Affairs Department, disseminated the impacts of the new US tax policy on Vietnamese goods.

Faced with the impact of the new US tax policy on Vietnamese goods, many businesses in the province have expressed their opinions regarding the issue of applying reciprocal taxes on Vietnamese goods exported to the US market; and the State's policies to support foreign enterprises investing in Vietnam.

Many businesses also commented on the opening of export declarations, overloaded declaration software, etc. The questions and difficulties of businesses were shared, discussed, satisfactorily answered and directly guided to resolve by the leaders of the Customs Branch at the conference.

Business representatives raised a number of difficulties and problems at the dialogue.

A representative of Sailun Vietnam Co., Ltd. (Phuoc Dong Industrial Park, Go Dau District) shared that currently, due to the company's increasing demand for import and export of goods, especially during peak seasons or when there are urgent orders, carrying out customs procedures on weekdays sometimes encounters some time difficulties. This can affect the progress of goods export and cause disruptions in the business's supply process.

Therefore, the company hopes that the Customs authority will consider and support businesses to work overtime on Saturdays to facilitate the export of goods on schedule and without obstacles during the customs clearance process. This will help reduce the workload on official working days, while ensuring that the export of goods takes place smoothly and quickly, thereby helping businesses maintain import and export activities effectively and stably.

Mr. Nguyen Thanh Binh, Deputy Head of the Regional Customs Department XVI, said that the US's imposition of reciprocal taxes on Vietnam's export goods will greatly affect the export activities of enterprises, including enterprises in the provinces of Binh Duong, Binh Phuoc and Tay Ninh. However, according to the latest information, the US will temporarily suspend reciprocal taxes with more than 75 countries for 90 days, including Vietnam. With this information, many export enterprises in the province will have more time to prepare to respond, while taking advantage of the opportunity to boost exports in the short term.

The new tax policy is expected to have a strong impact on export enterprises. In this situation, the Regional Customs Department XVI has implemented many solutions to support enterprises. Specifically, the Department has established teams in the area to directly visit enterprises with goods exported to the United States to grasp the difficulties and obstacles in the export process in order to support enterprises, especially those directly affected, to overcome this difficult period.
