Promote the exploitation of energy sources

Through surveys and research, Bac Kan has great potential for hydropower, wind power, biomass and solar power. To maximize these advantages, the province has reported to the Ministry of Industry and Trade to submit to the Prime Minister for inclusion in the Power Plan VIII, and at the same time integrate it into the Bac Kan Provincial Plan for the period 2021 - 2030, with a vision to 2050... to add renewable energy sources to the national grid, contributing to reducing dependence on fossil fuels and promoting a circular economy.

Bac Kan currently has 6 hydropower plants in operation, with a total capacity of 24.6 MW. In addition, a small hydropower project with a capacity of 4.2 MW is being implemented, along with plans to start construction on 7 other projects with a total capacity of 40.1 MW. This is a positive signal for the sustainable development of the local energy sector.

Thac Gieng Hydropower Plant has been operating stably since the beginning of the year.

In addition to hydropower, other renewable energy sources such as wind power, solar power and waste-to-energy are also receiving attention. The Prime Minister has approved the Renewable Energy Development Plan in Decision No. 500/QD-TTg dated May 15, 2023, helping Bac Kan have the basis to implement projects suitable to actual conditions.

Up to now, 100% of communes, wards and towns in the province have had access to the national grid, with the rate of households using electricity reaching 98.2%. Not only focusing on developing the grid, the province also focuses on expanding and improving the quality of liquefied petroleum gas and gasoline supply, meeting the production and living needs of the people. At the same time, the energy system in Bac Kan is being built in the direction of reasonable connection and backup, in accordance with the requirements of ecological environmental protection. Enterprises in the energy sector are gradually transforming digitally, from digital management to automation in electricity production and distribution. Bac Kan's electricity sector has invested in modernizing the transmission, distribution and sale of electricity, contributing to improving management efficiency and saving electricity.

Promote investment

Currently, the scale of Bac Kan's energy sector is still small, mainly focusing on electricity, gasoline and liquefied petroleum gas. The development of the energy market is being implemented according to the regulations of the central ministries and branches with the participation of both state-owned and private enterprises.

Bac Kan has planned to develop the 110 kV power grid system for the period 2016 - 2025, with a vision to 2035, ensuring that it is suitable for the electricity demand in the area. In addition, the hydropower planning with a total capacity of 67.9 MW has been approved, creating a legal basis for the development of new hydropower projects.

However, one of the major challenges for the locality is that the rate of renewable energy projects undertaken by domestic enterprises is still low. Most of these projects are carried out by foreign contractors under the EPC (engineering, procurement and construction) model. For sustainable development, the province is promoting the process of technology localization, attracting foreign investment and linking with potential enterprises in the renewable energy sector.

Bac Kan has approved investment in 8 small hydropower projects, of which 1 project has been operating since December 2024, 1 project is expected to operate in the third quarter of 2025 and 7 other projects are in the process of completing investment procedures. In addition, Bac Kan is also implementing circular economic development policies, making the most of resources, limiting waste and environmental pollution. These efforts not only help the province develop its economy but also protect natural resources for future generations.

To fully exploit the available potential, in the coming time, Bac Kan will continue to attract investment, promote digital transformation and have policies to support businesses in the energy sector; prioritize calling for investors with sufficient potential, experience and technology to invest in developing wind power, biomass power, pumped storage hydropower suitable to the potential, advantages of the province and natural conditions of terrain and climate; research and develop rooftop and surface solar power at locations and areas suitable to the orientation of the Planning.../.
