Promoting smart urban development towards 2030

The project focuses on building smart urban infrastructure, including smart urban monitoring and operation centers (IOCs) for the Provincial People's Committee and the sectors of Health, Education, Public Security, and Bac Giang City. In addition, the project also aims to build and integrate applications for management and operation, providing services to people and businesses, as well as building the province's data infrastructure. The integration of existing databases of sectors such as Planning - Finance, Natural Resources and Environment, Transport, and Provincial Public Security is also prioritized.

In the 2021-2022 period, the province will focus on building a synchronous and modern information technology infrastructure, ensuring safety and meeting the requirements of smart urban and e-government deployment. Centralized database systems and smart applications and services in areas such as planning, investment, finance, education, health, transportation, environmental resources, tourism, labor, agriculture and industry will be developed to serve people and businesses.

In the 2023-2025 period, the province will continue to improve information technology and digital infrastructure to meet the requirements of smart urban deployment, digital transformation and digital government. Centralized database systems, applications and smart services in various fields will continue to be developed, aiming to successfully build smart cities. By 2030, the province will continue to improve and expand projects implemented in the previous period, while expanding smart services in other fields, aiming to fundamentally and comprehensively change the leadership and direction methods of agencies and units, actively support digital transformation and improve the leadership and direction capacity of the government.

The project prioritizes the development of an environmental resource management information system to help people better monitor their living environment. The creation and digitization of land databases of districts and cities in the province to serve land management and provide land information to people and businesses is also focused on. The intelligent traffic management system and specialized traffic database are developed to improve the province's traffic management, direction and operation capacity.

In addition, the province also focuses on piloting a smart urban model in Bac Giang city, developing a smart tourism system to improve the capacity for leadership, management and operation in the tourism sector in the province. The operating system of the labor, war invalids and social affairs sector is developed to improve the management and direction capacity of the sector and provide better welfare services to the people. Improving the quality of agricultural products and gradually building database systems on the agricultural product production chain to provide to consumers is also one of the focuses of the Project.

To implement the Project, Bac Giang province mobilizes resources from the state budget and other capital sources, with a total estimated investment of 1,420 billion VND. Mobilizing social capital in investment in construction of smart urban development projects and items aims to reduce pressure on the state budget and attract active participation from all levels, sectors, authorities, businesses and people.

The implementation of the Smart City Development Project in Bac Giang not only contributes to improving the quality of life of the people but also creates a transparent and favorable environment to attract investment and promote socio-economic development in the province. This is an important step in applying information technology and achievements of the Industrial Revolution 4.0 to urban management and development, towards building a modern, smart and sustainable Bac Giang./.
