This is how a particularly disadvantaged commune in Region III achieved the NTM criteria.

Phuoc Chanh (Phuoc Son district, Quang Nam province) is a particularly difficult commune in Region III, but with the efforts of the entire Party Committee, government and people, Phuoc Chanh commune has successfully "reached the finish line" of the new rural area in 2024.

Up to now, Phuoc Son district has 3/11 communes meeting the new rural standards. Phuoc Chanh is a commune in the particularly difficult area III, so it has encountered many difficulties in socio-economic development; when implementing the New Rural Program in 2011, 2/19 criteria met the standards; people's living standards and incomes are still very low, most households are poor; infrastructure is still very limited and cannot meet the development and living needs of the people (such as transportation, electricity, schools, cultural and medical facilities, etc.).

However, in recent times, thanks to the effective implementation of the New Rural Program and the integration of the National Target Programs, targeted programs and projects in the commune, especially the determination of the entire political system, the active participation and response of the whole society, up to now, Phuoc Chanh commune has had positive development steps, the appearance of the mountainous commune has changed positively, the infrastructure has been invested relatively completely, the cultural and social institutions basically meet the needs of the people.

By the end of 2024, the commune had met 19/19 new rural criteria, the average income per capita reached 45.06 million VND, the multidimensional poverty rate decreased to 12.76%; the rate of people participating in health insurance was over 99%, 3/3 villages achieved the title of cultural village, the landscape environment, political system and security and order were maintained stably. Over 99% of people were satisfied with the results of new rural construction in the commune when asked for their opinions.

To acknowledge and commend the achievements, Phuoc Chanh commune was recognized by the People's Committee of Quang Nam province as meeting new rural standards in 2024 in Decision No. 433/QD-UBND dated February 21, 2025.

At the ceremony to announce the commune meeting the new rural standards in 2024, Phuoc Chanh commune launched a movement to compete in building new rural areas in the coming time; focusing on directing, implementing, maintaining and improving the quality of new rural commune criteria and focusing on building model new rural villages for the remaining villages in the commune.
