On October 30, the People's Committee of Thua Thien Hue province issued a decision approving the investment policy of the Eco-Urban Area project in Thuy Thanh commune, Huong Thuy town (belonging to Thanh Toan Eco-Urban Area).


Thua Thien Hue approves investment policy for 4,316 billion VND ecological urban area

On October 30, the People's Committee of Thua Thien Hue province issued a decision approving the investment policy of the Eco-Urban Area project in Thuy Thanh commune, Huong Thuy town (belonging to Thanh Toan Eco-Urban Area).

Accordingly, the Eco-Urban Area project in Thuy Thanh commune, Huong Thuy town (belonging to Thanh Toan Eco-Urban Area) is implemented through bidding to select investors according to the provisions of the law on bidding.

The project aims to concretize and gradually complete the Zoning Plan (scale 1/2000) of Thanh Toan Ecological Urban Area, Huong Thuy Town, Thua Thien Hue Province approved by the People's Committee of Thua Thien Hue Province in Decision No. 1304/QD-UBND dated June 6, 2023; contributing to changing the appearance of Thuy Thanh Commune, Huong Thuy Town, Thua Thien Hue Province.

Forming an urban area with high quality living environment, developed synchronously and modernly according to the model of a model urban area, an ecological urban area associated with public institutions, urban services, combining economic development, sustainable tourism, meeting people's housing needs, shopping needs and other related services. Creating a driving force for socio-economic development for Thua Thien Hue province in general, Huong Thuy town in particular, at the same time contributing to solving employment for workers in and outside Thua Thien Hue province.

The project has an expected land area of ​​approximately 566,860 m2. The designed capacity is approximately 1,000 low-rise houses (including townhouses and villas) and approximately 118,000 m2 of commercial service floor space along with educational facilities (preschool, primary school, middle school, high school) and sports facilities serving residents in Thanh Toan Eco-Urban Area. The project population is approximately 3,500 people.

The project's products and services are a model urban area with low-rise housing types (townhouses, villas) built synchronously (at least rough construction with completed exterior architecture), a commercial service center and offices for rent, educational and sports facilities.

The total investment of the project is 4,316.291 billion VND. Of which, the preliminary total cost of project implementation is 3,805.76 billion VND; the preliminary cost of compensation and resettlement support is 118.139 billion VND; the contingency cost is 393.3 billion VND.

The project has a 50-year operating period, however, when the investor has invested in building and selling houses attached to land use rights, the home buyer will be granted a land use right certificate with a long-term stable period.

Regarding the progress of capital contribution and capital mobilization, immediately after the competent state agency approves the bidding results to implement the project, the investor must ensure capital to implement the project (the actual progress will be proposed by the selected investor).

Of which, equity is 647,443 billion VND (accounting for at least 15% of total investment capital); other legally mobilized capital is 3,668,847 billion VND (accounting for a maximum of 85% of total investment capital.

Preliminary plan for project investment, in phase I, implemented in the land area north of route N5-2 with a total area of ​​41,456 ha. Total investment capital is about 2,864 billion VND. Phase II, implemented in the land area south of route N5-2 with a total area of ​​15,230 ha. Total investment capital is about 1,452,281 billion VND.

Regarding the progress of implementing the main operational objectives of the project, it shall not exceed 84 months from the date of land handover in the field; in which, the time to complete technical infrastructure investment shall not exceed 36 months from the date of land handover in the field.

It is expected that the project will start organizing the implementation of compensation, site clearance and resettlement; land allocation and land lease from the third quarter of 2024 to the second quarter of 2025. Complete the project preparation phase and construction permit from the third quarter of 2024 to the first quarter of 2025.

Construction of phase I (area 41,456 ha) will start in the second quarter of 2025. Construction of phase II (area 15,230 ha) will start in the second quarter of 2027. Phase I will be completed in the second quarter of 2030. The entire project will be completed and put into operation in the second quarter of 2032.

The Chairman of the People's Committee of Thua Thien Hue province assigned the Department of Planning and Investment to announce the list of investment projects with the information disclosure including the notice of invitation for expression of interest, preliminary requirements on capacity and experience prepared according to the prescribed form. After the deadline for project registration, the Department of Planning and Investment shall coordinate with relevant agencies to make a preliminary assessment of the capacity and experience of investors who have submitted project registration dossiers. Based on the assessment results, the Department of Planning and Investment shall submit to the Chairman of the People's Committee of the province for decision on implementation.

According to Chairman of the People's Committee of Thua Thien Hue Province Nguyen Van Phuong, this project does not fall under the category of land allocation for social housing development. However, the investor is responsible for investing in the entire technical infrastructure system within the scope of the project in accordance with the detailed construction planning drawings and design documents approved by competent authorities and handing over to the receiving units upon completion.

Regarding land funds and items that investors retain for business investment, investors are allowed to carry out construction investment and business in accordance with the provisions of the law on real estate business, housing law and related laws.

Chairman of Thua Thien Hue Provincial People's Committee Nguyen Van Phuong also assigned Huong Thuy Town People's Committee to be responsible for urging and requesting investors to carry out investment and construction of the project to ensure compliance with the approved investment policy and approved planning.
