Mr. Nguyen Van Phuong, Chairman of the People's Committee of Thua Thien Hue province, shared with Tuoi Tre Online about the opportunities, difficulties and challenges when in just 1 month this locality will officially become the 6th centrally-governed city of Vietnam.
Opportunity for Hue to transform
* How do you feel when Thua Thien Hue officially becomes the 6th centrally-governed city of Vietnam?
– As a citizen of Hue, I am extremely happy and proud that the goal of making Thua Thien Hue a centrally-governed city has come true. This is a milestone, an important historical mark, not only for the development of the province but also for the preservation and promotion of the unique heritage, culture and history of Hue.
At the same time, it is an opportunity for Hue to become one of the major, unique centers of Southeast Asia in terms of culture, tourism and specialized healthcare. And in the future, it will create many new opportunities, attract investors and develop the economy, improving the quality of life of the people.
This is also the result of the perseverance, efforts and determination of many generations of leaders of Thua Thien Hue province and the people of the whole province over the past many years.
* After that joy, what will the province do next, sir?
– The province has developed a detailed plan to consolidate and perfect the organizational structure of the political system at all levels, arrange and assign leadership and management positions, staff, civil servants, public employees, workers, and part-time workers in administrative units formed after the arrangement and resolve policies and regimes for redundant cases.
Besides that, there is the conversion of documents for agencies, organizations and citizens... and many other tasks that need to be done.
In the process of developing the project to turn Hue into a centrally-governed city, the province has carefully researched and evaluated, and has plans and roadmaps for arranging the apparatus and personnel. This will be implemented synchronously, transparently and in accordance with the provisions of law.
Continue to strengthen propaganda work, create consensus and mobilize people's participation in the construction and development of Hue city under the central government.

Solving the difficult problem of conservation and development
* In addition to development opportunities, what difficulties and challenges does the establishment of Hue city directly under the central government face?
– There are many issues that need to be solved, but one of the biggest challenges is to ensure harmony between the preservation and promotion of cultural heritage values and economic development trends in the context of urban development.
Hue is a city with 8 world tangible and intangible cultural heritages, along with nearly 1,000 historical relics; it is a typical Festival City of Vietnam, "ASEAN Cultural City", "ASEAN Environmentally Sustainable City"... Therefore, we always pay attention to the balance between development and conservation to thoroughly resolve.
In the process of building development orientations for related plans, the province has shaped and clearly defined development spaces, clearly demarcated urban compaction areas, landscape protection spaces, heritage protection spaces and areas focusing on developing functional areas (tourist areas, industrial zones, agricultural development areas, etc.).
With specific planning problems, urban space areas have been built that do not affect areas with relics to ensure synchronous development between heritage conservation and modern infrastructure construction.
Hue will always promote investment calling for economic development to be worthy of a centrally-run city, but always adhere to the development goal associated with preserving the landscape and environment and conserving heritage and cultural values, although this has an impact and partly limits the socio-economic development of the province.
* You mentioned a lot about calling for investment to develop the economy, so what commitments do the provincial leaders, specifically the city leaders, have in the future so that businesses and investors can feel secure in production, business and "pour capital" into Hue city?
– We will continue to direct the implementation of solutions to improve the business environment and enhance the provincial competitiveness index.
Provincial leaders pledged to continue to reduce the time for administrative procedures, promote the building of a friendly government, publicize and transparent information, create an equal competitive environment, reduce unofficial costs, market entry costs, time costs, etc.
Organize the public announcement of approved plans; review, adjust, supplement and develop new master plans, district-level construction plans, district-level land use plans and other plans according to the provisions of law on planning in a synchronous manner.

Carry out site clearance well, create clean land fund, ensure readiness in calling for investment. Prepare skilled labor supply to meet labor demand of investors…
The provincial leaders will also seriously listen to the recommendations and proposals of businesses and investors, including foreign investors, with a spirit of openness, sharing, understanding and companionship. On that basis, the province and the city will promptly and effectively take measures to handle, especially the practical difficulties and obstacles that businesses encounter.
