Support breeding cows for the poor to develop livelihoods
Returning to her hometown to start a business after many years of working as a garment worker in the South, the family of Ms. Ngo Thi Kim Ngan (41 years old, in village 1, Phu Son commune, Huong Thuy town, Thua Thien Hue province) has now established a stable livelihood model. From a poor family living in a temporary house when they first returned, Ms. Ngan and her husband have now built a spacious, solid house, with a herd of nearly 10 cows to generate income.
It is known that in 2015, Ms. Ngan's family received support from the Vietnam Fatherland Front Committee of Phu Son commune for a breeding cow in the form of revolving capital. The family also borrowed an additional 9 million VND to buy another cow to complete the pair. With the breeding cow in hand, Ms. Ngan and her husband focused on taking care of it, from building a barn to herding and cutting grass. With good care, the mother cows have continuously given birth to calves. Up to now, the family's herd of cows has increased to nearly 10 and some have been sold to generate income, paying back the initial support money.
Previously, in 2011, when learning that Ms. Ngan's family had to live in a temporary house in the resettlement area of village 1, Phu Son commune, a unit in Hue city supported 20 million to build a house. The family decided to borrow an additional 40 million from the Social Policy Bank to build a solid house and remove the temporary house. However, due to difficult circumstances, it was not until 2022 that Ms. Ngan's house was officially completed. Ms. Ngan said that the herd of cows is the main livelihood model, helping the family have money to pay off debts, complete the house and send their children to school.
According to the leaders of Phu Son commune, the project to invest in breeding cows, preserve capital for rotation, help poor households in the commune have conditions to raise cattle, eliminate hunger and reduce poverty was implemented since 2008. The first investment amounted to 28 million VND, buying 7 breeding cows for 7 poor households. After 4 years, the first calves born were collected by the project. Realizing that this was a highly effective model, Phu Son commune continued to invest in buying breeding cows in 2 more batches to support the poor, bringing the total number of supported households to 22. Currently, the model is being researched and replicated to help eliminate hunger and reduce poverty sustainably.
Ms. Duong Thi Kim Tu - Head of the Department of Labor, Invalids and Social Affairs of Huong Thuy town said that in order to effectively implement sustainable poverty reduction, limit poverty relapse, and contribute to the achievement of economic growth goals, this locality has focused on integrating many programs and projects to focus on supporting poor and near-poor households, such as: supporting housing, materials, means of production, transferring science and technology, vocational training, job creation, sending workers to work abroad, etc.
In addition, it is necessary to promote policy capital sources to support people in developing livelihood models. In 2022, Huong Thuy town supported 85 poor households to build models of raising chickens, cows and pigs. Up to now, many models have been effective, especially chicken raising models, providing a stable source of income, helping to rotate capital well. Thanks to that, the poverty rate in Huong Thuy town has decreased sharply, by the end of 2022 it was only 1.22%, much lower than the general level of the whole province.
Support piglets for poor households
According to the assessment, in recent years, Associations and organizations in Thua Thien Hue province have done a good job of entrusting loans from the Social Policy Bank, becoming an important bridge when bringing preferential loans from the State to poor households and policy beneficiaries; from there, many families have had capital to invest in developing cultivation and livestock, gradually rising up to escape poverty sustainably.
In the first 6 months of 2023, social policy credit capital has actively contributed to improving and enhancing the lives of poor households and other policy beneficiaries in Thua Thien Hue province. Accordingly, 17,062 poor households, near-poor households and newly escaped poverty households have borrowed capital to serve production and business, contributing to improving their lives; 799 households have borrowed capital from the Household Production and Business Program in Difficult Areas, etc. Implementing a loan program to support job creation, maintaining and expanding employment for 2,879 workers, creating conditions for workers to develop production, solving unemployment, and at the same time creating conditions for 176 workers to borrow capital to work abroad for a limited period.
Mr. Nguyen Thanh Binh - Permanent Vice Chairman of Thua Thien Hue Provincial People's Committee said that the province will direct the effective exploitation of entrusted capital, combine resource groups for people to access policy credit capital sources, create conditions for target groups to borrow capital for production and business. Continue to promote the effectiveness of policy credit capital, associated with socio-economic development resources. Increase local resources to support the implementation of multidimensional poverty reduction goals, ensuring social security.
